11/3/83

Page -4-

a sliding fee on the clients and the majority
of these are in the lower income bracket.
Fel t thai: everyone was working to the maximum
and a year ago took a two weeks furlough
without pay because of lack of funds. Stated
that they were not sinking, but if Council
could honor their request it would be of
great help. Their request was for $5,000.
Mayor Meier commented it was his understanding
that it was a 5-way split between the 3 cities.
Mr. Young stated they have a Center in Boulder,
Longmont, and therapist in Louisville.

Councilman Leary

Inquried if other cities in the area were
contributing to the centers.
Mr. Youn<J advised that Boulder, Longmont, and
Boulder County does. Lafayette usually does
but hadn't done so yet.

Councilman Fauson

Inquired if there was a working agreement with
the Mental Health Centers and Clinica Campe-
sina.
Mr. Young stated there was not a working agree-
ment but a cooperation. Also advised that
they do have some funding from the State; have
a drug program that has been copied from
other states and other centers.

Delay Requests

Mayor Meier suggested that the requests for
funding be delayed until next council meeting
since councilmembers did not have letters
from all the organizations.

Councilman Fauson

Commented he would like to have council con-
sider funding for Mental Health and Clinica
Campesina this evening.

Councilman Leary

Inquired of Mr. Thompson regarding the LDC
funding request if in their total budget they
had anticipated money from the City for 1984.
Mr. Thompson stated that they did anticipate
some funding from the City which would be
very helpful as there are some immediate con-
cerns presently.
Councilman Leary commented that it was his
understanding that the $25,000 anticipated
from the Interchange Agreement would be con-
sidered for LDC, in addition to the $200,000
contingency providing it is set aside for
downtown development. Therefore felt it would
be more feasible for council to make a decision
if LDC's entire budget was made available.
Mr. Thompson agreed to this.
