<br />Counciwman Leary <br /> <br />Motion to set Building Permits <br />at 375 for 1984 <br /> <br />Amendment to the Motion <br /> <br />9/6/83 <br /> <br />Page -6- <br /> <br />Commented that he felt that the multi-unit <br />dwelling should be counted in our process <br />as one unit as they have much impact on our <br />police, library and traffic. Inquired if <br />the 450 figure respresented the multi-family <br />units also. <br />Administrator Wurl did not have this readily <br />available. <br /> <br />Councilmembers Leary and Morris did not favor <br />accumulation totals. Also, it was their un- <br />derstanding that the 450 total would be re- <br />vised downward because of the repeal of the <br />Warembourg annexation ordinance. <br />Mayor Meier commented that perhaps a ceiling <br />should be placed on the accumulation figures <br />on a year to year basis, and wished Council's <br />discussion on this. <br />Discussion by Council relative to mixed housing <br />and whether multi-family units should be counted <br />as one in lieu of .7, what figures would still <br />give a good quality of life, and budget based <br />on general purpose revenues. <br />Mayor Meier requested a straw vote of Council- <br />members on how many building permits they <br />wished for 1984. <br />Leary <br />Cussen <br />Morris <br />Cummings <br />Ferrera <br />Fauson <br /> <br />350 <br />350 <br />306 <br />400 <br />400 <br />400 <br /> <br />Councilman Leary moved, Councilman Cussen <br />seconded that the building permit figure <br />be set at 375 for 1984, allowing 1983 apart- <br />ments to be counted at .7 and there be a <br />flexibility in the "Other" column for small <br />in-fill parcels. <br /> <br />Councilman Cummings moved that an amendment <br />be added to Couneilman Leary's motion by <br />increasing the 375 figure by 10%, adding <br />38 for a total of 413 building permits for <br />1984 and add an additional 10% for the <br />"Other" column. <br />
