Counciwman Leary Motion to set Building Permits at 375 for 1984 Amendment to the Motion 9/6/83 Page -6- Commented that he felt that the multi-unit dwelling should be counted in our process as one unit as they have much impact on our police, library and traffic. Inquired if the 450 figure respresented the multi-family units also. Administrator Wurl did not have this readily available. Councilmembers Leary and Morris did not favor accumulation totals. Also, it was their un- derstanding that the 450 total would be re- vised downward because of the repeal of the Warembourg annexation ordinance. Mayor Meier commented that perhaps a ceiling should be placed on the accumulation figures on a year to year basis, and wished Council's discussion on this. Discussion by Council relative to mixed housing and whether multi-family units should be counted as one in lieu of .7, what figures would still give a good quality of life, and budget based on general purpose revenues. Mayor Meier requested a straw vote of Council- members on how many building permits they wished for 1984. Leary Cussen Morris Cummings Ferrera Fauson 350 350 306 400 400 400 Councilman Leary moved, Councilman Cussen seconded that the building permit figure be set at 375 for 1984, allowing 1983 apart- ments to be counted at .7 and there be a flexibility in the "Other" column for small in-fill parcels. Councilman Cummings moved that an amendment be added to Couneilman Leary's motion by increasing the 375 figure by 10%, adding 38 for a total of 413 building permits for 1984 and add an additional 10% for the "Other" column.
