<br />Amendment Defeated <br /> <br />VOTE ON THE MOTION <br /> <br />RECESS <br /> <br />COMMUNITY HOSPITAL MEDICAL <br />CENTER DISCUSSION <br /> <br />9/6/84 <br /> <br />Page -7- <br /> <br />Discussion by councilmembers since there <br />was already a motion on the floor and the <br />amendment would basically change the motion <br />the amendment was defeated. <br /> <br />Roll call vote: <br />Ferrera <br />Morris <br />Leary <br />Cussen <br />Cummings <br />Fauson <br />Meier <br />Motion carried 6-1. <br /> <br />Yes <br />No <br />Yes <br />Yes <br />Yes <br />Yes <br />Yes <br /> <br />Mayor Meier called a recess at 9:30 P.M. <br />Meeting reconvened at 9:40 P.M. <br /> <br />Councilman Leary reported as a member of <br />the task force he attended a Certificate of <br />Need hearing meeting on Community Hospital. <br />The Certificate was denied for an emergency <br />facility to be built. Councilman Cussen also <br />attended the meeting. The reason the Certifi- <br />cate was turned down was based on the testi- <br />mony of Dr. Axelrod of the Medical Center. <br />He essentially said that he provides the same <br />services and this facility would not be needed <br />in this area. There was a lot of debate on <br />whether he did or did not provide the service; <br />however the Council chose at this time that <br />Community Hospital Emergency aoom was not needed. <br />Councilman Leary suggested that our Council <br />should ask Dr. Axelrod to come before Council <br />and give us a plan on how he is indeed servicing <br />the community as the other facility was proposed <br />to do. One of the things would be what he is <br />going to do to work out with the Fire District <br />the problems they tend to have between them; <br />at this time the Fire District will not take <br />people to that facility on an emergency basis. <br />Leary felt that Dr. Axelrod should state to <br />Council if he is going to fill this need. <br />Also, plans for the community were to go to <br />16 hours to 24 hours service; while Dr. Axel- <br />rod's service is currently 12 hours; there- <br />fore felt Dr. Axelrod should give Council <br />plans on how he will be serving the community <br />in the future on a 24 hour basis. <br />The other issue that seems bothersome is that <br />Dr. Axelrod can't advertise the facility - it <br />mayor may not have to do with the certification <br />of the facility but there is a piece of tape <br />
