<br />6/21/83 <br /> <br />Page -4- <br /> <br />Stated factors such as increase in population, <br />increased industry, and energy research as <br />some of the causes of overcrowding Stapleton. <br />Felt that it would be 15-30 years before a <br />solution could be realized even though efforts <br />were being made now. Stated there were 3 <br />possible solutions: Do nothing - let things <br />go as they are because the present facility <br />is not large enough with 4600 acres. There- <br />fore would lose the status as a regional hub, <br />shipping, tourism, and mail facilities would <br />dramatically decline in the next 15 years. <br />Secondly, a completely new facility could be <br />built and the only site approved to date would <br />be near Bennett" Thirdly, a phased expansion <br />directly north of the airport on the Rocky <br />Mountain Arsenal. Cited instances and problems <br />of airports built out of the city, i.e. urban <br />sprawl, cost of transportation to and from <br />the airport. Bennett is 41 miles from down- <br />town Denver which would result in double <br />the cost for commuting back and forth. The <br />difference in costs of building a new facility <br />and phased expansion would be 13 billion dollars. <br />One of the advantages of phased expansion onto <br />Rocky Mountain Arsenal would be it is 17,000 <br />acres contiguous to Stapleton; therefore would <br />reduce urban sprawl and additional commuting <br />expense. One of the disadvantages of the <br />Rocky Mountain Arsenal site would be ..:Qle.an;in8i up <br />contamination from chemical warfare materials. <br />Estimated cost of this could be 1 billion dollars <br />which would be a savings of 12 billion dollars <br />as compared to constructing a new facility <br />at Bennett. Another disadvantage with the <br />Rocky Mountain Arsenal site is the population <br />surrounding the area. The phased expansion <br />onto the Rocky Mountain Arsenal property was <br />contingent upon if it could be acquired, when, <br />can it be cleaned up and how much it would <br />cost. Stated an opinion had been rendered <br />by the FAA, which says that if the Arsenal <br />is made available, it would be made at no cost, <br />if it is transferred to the airport. However, <br />a definite answer cannot be obtained until <br />the DRCOG vote or before 1986 when the Army's <br />mission on the property is done. <br />In reply to Mayor Meier's inquiry regarding <br />the sale of Stapleton, Mr. Allen advised the <br />information in the report was not accurate. <br />
