<br />~~LL SEADER, 146 Jackson Circle <br /> <br />PUBLIC HEARING CONTINUED <br /> <br />COUNCIL REMARKS <br />Councilman Leary <br /> <br />Staff's Comments <br /> <br />5/18/83 <br /> <br />Page -19- <br /> <br />Stated Dick Biella has lived in this com- <br />munity all his life. He goes to Church in <br />Louisville; has been educated in the local <br />schools. He had known him for 36 years; and <br />he is a hard-working and honest citizen of <br />this community. He had treated the City of <br />Lousiville fairly in all his dealings with <br />the City and felt the City should reciprocate. <br />Also felt that the people of the City of <br />Louisville should be allowed to vote on this <br />annexation. Another thing he wished to com- <br />ment on was the fact that he kept hearing the <br />City was over-zoned commercially. If this <br />is so, why did he have to be spending his <br />tax money in Boulder, Longmont, and Northglenn? <br />Why couldn't he spend it here? <br /> <br />Mayor pro-tern Fauson thanked all the speakers <br />for coming before Council, and continued the <br />public hearing - questions from Council. None <br />Mayor pro-tern then closed the public hearing. <br /> <br />Requested staff comments. <br />Director Rupp advised that he didn't have a <br />presentation, but would be happy to answer <br />any questions. <br />Councilman Leary then inquired if staff's <br />position remained the same on the annexation. <br />Rupp advised at the time the annexation was <br />considered in December of 1981 it was pre- <br />mature. There were a number of issues that <br />had not been settled relative to the Mall site, <br />interchange issue, etc. We did not have a <br />process for the comprehensive plan amendment. <br />At that time the basic posture the staff made <br />and continues to stand on is the issue that <br />if there is a comprehensive plan amendment <br />process that that process should likely be <br />followed. And before we would be of the <br />opinion to recommend for commercial zoning, <br />there should be a formal process to the amend- <br />ment in the plan awarded, or reviewed before <br />that posture is taken by the City, and that <br />has not taken place. <br />
