3/15/83 Page -2- stalled underground. Mr. Trousil was making the request at this time because a sprinkling system required 1,000 gallons of water per minute. Councilman Cummings Confirmed that Mr. Trousil had obtained his building permit from Boulder County, and stated his initial request for utility ser- vices was denied because the zoning desig- nation for the City was open space - not In- dustrial, and was out of our urban service area. Further stated since the building per- mit was obtained from the County, our City has no control over any additional construc- tion on the property. Felt if this request was granted it v10uld set a precedent and in the future mcmy such requests .would con- frorLt council. Discussion by council as to what rate would be charged for this service even though a fire hydrant 500' away from the property could only be utilized, presently they are not metered. Conditions be placed on the request to ensure improvements are made. Firm policy must be established. MOTION TO DENY REQUEST Councilman Cussen moved, Councilman Cummings seconded that the R. E. Trousil water service request be denied. Councilman Leary Inflamable Materials Inquired of Mr. Trousil if his request was denied, would he have insurance problems. Trousil stated Boulder County requirements state that he could not store over 180 gallons of inflamable materials over 1,500 s.f. of space without a sprinkling system, which both applied in his operation. This require- ment is stated in the Uinform Building Code. Cliff Harvey Stated the sprinkler system would be for property protection as well as life safety. Statement made by Mr. Trousil 1,000 gallons a minute was incorrect, would take 1,000 total gallons of water to extinguish any fire that would occur in the building. The sprinkler system would limit the size of fire as well as limit the exposure to firefighters. He
