Mr. Trousil was making <br />the request at this time because a sprinkling <br />system required 1,000 gallons of water per <br />minute. <br /> <br />Councilman Cummings <br /> <br />Confirmed that Mr. Trousil had obtained his <br />building permit from Boulder County, and <br />stated his initial request for utility ser- <br />vices was denied because the zoning desig- <br />nation for the City was open space - not In- <br />dustrial, and was out of our urban service <br />area. Further stated since the building per- <br />mit was obtained from the County, our City <br />has no control over any additional construc- <br />tion on the property. Felt if this request <br />was granted it v10uld set a precedent and <br />in the future mcmy such requests .would con- <br />frorLt council. <br /> <br />Discussion by council as to what rate would <br />be charged for this service even though a <br />fire hydrant 500' away from the property could <br />only be utilized, presently they are not <br />metered. Conditions be placed on the request <br />to ensure improvements are made. Firm policy <br />must be established. <br /> <br />MOTION TO DENY REQUEST <br /> <br />Councilman Cussen moved, Councilman Cummings <br />seconded that the R. E. Trousil water service <br />request be denied. <br /> <br />Councilman Leary <br /> <br />Inflamable Materials <br /> <br />Inquired of Mr. Trousil if his request was <br />denied, would he have insurance problems. <br />Trousil stated Boulder County requirements <br />state that he could not store over 180 gallons <br />of inflamable materials over 1,500 s.f. of <br />space without a sprinkling system, which <br />both applied in his operation. This require- <br />ment is stated in the Uinform Building Code. <br /> <br />Cliff Harvey <br /> <br />Stated the sprinkler system would be for <br />property protection as well as life safety. <br />Statement made by Mr. Trousil 1,000 gallons <br />a minute was incorrect, would take 1,000 total <br />gallons of water to extinguish any fire that <br />would occur in the building. The sprinkler <br />system would limit the size of fire as well <br />as limit the exposure to firefighters. He <br />
