<br />2/15/83 <br /> <br />Page -6- <br /> <br />and still maintain some of the benefits <br />of the ward systeml which are everybody <br />knows who they are supposed to call when <br />~hey have a complaint; wish to have input <br />ln the government I etc. The disadvantage is <br />that it doesn't give people perspective of <br />representing the entire City. <br /> <br />Councilman Cummings <br /> <br />Agreed with Councilman Leary's comment regard- <br />ing the ward system being essentially to be <br />homogeneous I felt it did at times lend itself <br />to alienation. Council has experienced this <br />with Mesa Point ,. Continental View, and <br />Hillsborough West as to their feelings. On <br />big issues there was more of an overall look; <br />therefore felt it should be homogeneous. <br /> <br />Agreed with COilllcilmen Leary and Cummings, <br />as councilmen they were elected to represent <br />the City as a whole. If it is more of a <br />hetrogeneous type wardl there is a tendency <br />to represent them. Felt that the proposed <br />ward map as presented did meet most of the <br />criteria requested by councilmembers. Felt <br />that the map was a good one. <br /> <br />Councilman Ferrera <br /> <br />Councilman Fauson <br /> <br />Also felt tha map presented by Assistant <br />Planner Hinkleman was a good one; met most <br />of the criteria discussed; and the lines were <br />fairly straight;; didn't think maj or stability <br />would ever be achieved as the wards would <br />constantly being changing. Felt that the <br />map as presented divided the business district <br />into the three wards respectively which was <br />one of his conCE~rns. <br /> <br />Mayor Meier <br /> <br />Remarked, as stated by Councilman LearYI there <br />seemed to be a notch between wards 1 and 2 <br />for a long time and would like to see this one <br />notch changed if possible. Was pleased with <br />the lines on the rest of the map as presented. <br />Would like to see this one notch removed and <br />the line straightened. <br /> <br />Councilwoman Morris <br /> <br />As far as homogeneous wards, she was in agree- <br />ment as there were good reasons on both sides <br />of this issue. She totally agreed with Mayor <br />Meier regarding the notch between Wards 1 and <br />2. Commented she had no serious objections <br />to the proposed Ward map; however would like <br />
