Councilwoman Morris moved, Councilman Cussen seconded that the ward map be referred back to the Planning Staff to complete by the next Council meeting, 2, 3, or 4 alternatives, to include the criteria discussed by council. Roll call vote: Morris Cummings Cussen Ferrera Fauson Leary Meier Motion defeated Mayor Meier moved to have the notch in the proposed Ward map straightened - the one that ran by the south side of the Middle School. Motion defeated due to the lack of a second. Discussion followed between Mayor and some of the councilmembers as to inconsistency with the Mayor's motion and that of Council- woman Morris; the probability of the change adding 7 to 8% more people to Ward II; whether the lines should be raised or lowered in Wards I and II; would one of the alternatives to be made be to move Pine Street border to Spruce St., was stability satisfied, etc. Councilwoman Morris moved, Councilman Cussen seconded that the Ward map be referred back the the Planning Staff to review the concerns as discussed along with the qualifications discussed and present 2, 3, or how many other reasonable alternatives they feel are possible keeping with those factors into consideration. Councilmen Fauson and Ferrera felt this was the same motion and it had already been voted on. Mayor Meier stated councilmembers would be asked to vote on the motion.
