Question <br />called for. All in favor. Motion carried. <br /> <br />City Engineer Blanchard had provided council- <br />members with a memo of the history of the <br />signing of Main St. pertinent to time limits, <br />also a map depicting the area. John Lanter- <br />man had also provided council with a memo <br />of a survey he had done on downtown parking <br />in conjunction with the Louisville Downtown <br />Development Corporation. <br />Administrator Wurl remarked staff would be <br />happy to answer any questions council may <br />have relating to this item. <br /> <br />Inquired if some of the other business es- <br />tablishments who had designated 15 minute <br />parking zones were having a problem with <br />this limited parking. <br />Wurl advised it wasn't, other than The Liquor <br />Store. <br /> <br />Inquired how many 15 minute parking zones <br />are there on Main St. <br />Administrator Wurl advised - 7 spaces, at <br />4 locations. There are some. complaints' as to <br />the short limitation; but felt this benefi- <br />cial to some extent to the businesses as <br />it provides quick in and out parking. <br /> <br />Inquried of Director Leesman how often is <br />the downtown area, in these 7 - 15 minute <br />parking spaces patrolled. <br />Leesman advised not necessarily on a regular <br />basis, possibly on an average of twice daily. <br /> <br />Inquired when a proprietor complains of an <br />overparking violation and the offender is <br />issued a ticket, does the officer wait 15 <br />minutes or is it the proprietor's word that <br />the car has been there that length of time. <br />Leesman advised the complaintant signs a <br />complaint form and must appear in court as <br />a witness and testify on a complaint basis, <br />if the offender didn't pay the ticket. <br />
