1/18/83 Page -12- ARSHALL LANDFILL REPORT Administrator Wurl advised the meeting was held with the County, EPA and members from the State Health Department and informed us of the status of the Grant and three com- ponents. One, to address the immediate problem and remedy it. Two, to define the overall problem; and three to outline the form of recommendations on how these could be accomplished. The Grant is in Washington, D. C. awaiting someone's signature. We had an opportunity to advise them of any problems we may have with what they were recommending in a preliminary way. The County would be the primary coordinator of the project; of course the State is technically the coordin- ator, but the County will do the bulk of the work. They met with our engineers to more clearly define our needs in terms of amounts, sizes, and how we arrived at the conclusions in pipe size. In attendance at the meeting was the engineer from the Farmers Reservoir and Irrigation Co., and Bill Schuler stated it went very well and what they submitted seemed to be agreeable. A big item was the amount of the remedial money, which did not seem to be sufficient, to provide for the size pipe necessary for our ultimate growth. We are not certain how much money the County will provide; they have enough money - approximately $117,000 which is the difference after the EPA money is provided. Wurl was of the opinion that the County would make a recommendation as to what source the funds would be made available. (Hopefully, from their bank account) Wurl stated. Congressman Hume is sponsoring a bill in the legislature on the Marshall Land- fill. Wurl remarked they do have to provide some matching fund money, approx~mately $30,000. The County offered at the meeting - a verbal statement they had the money set aside. This would be reviewed and if this was the case, it would not require waiting for the problem to be resolved at the state legislature. Councilwoman Morris was also in attendance at the meeting. Councilman Leary Inquired what Homart's commitment was in terms of the water. Wurl stated - a 27" pipeline.
