<br />1/18/83 <br /> <br />Page -13- <br /> <br />Councilman Leary <br /> <br />Remarked it was his understanding the County <br />would like to rectify this problem before <br />the water would be in the Community Ditch, <br />is Homart going to be able to go when this <br />is settled. <br />Wur1 stated - no, and it is not their fault. <br />Because the plans were ready in Oct. 1981 for <br />review by the State Engineer; but he would <br />not set a date on when he would review the <br />plans. When we met with him he stated he <br />would review them approximately Feb. 18, 1983. <br />So, unless the State Engineer treats the <br />County differently the plans would not be <br />ready. <br />Leary remarked perhaps the Governor could be <br />urged to direct the State Engineer to expedite <br />this as it is a health problem. <br />Councilman Leary stated it was his understand- <br />ing that BF&I is possibly interested in taking <br />over the problem and correcting it themselves, <br />because of the Superfund requirement that they <br />may be getting billed for a good part of it. <br />It is their feeling they would rather do it <br />themselves at their speed, in their way, <br />which they evidently feel would be cheaper. <br />They might have a different idea of what <br />an acceptable solution is - asked if Wur1 <br />got any input on this. <br />Wur1 advised he has had - felt the alternative <br />was lining the ditch, which Wurl stated would <br />not work for the City. Further stated that <br />in 1979 the State and County both rejected <br />this alternative as not solving the problem. <br />Wur1 advised this problem is in the County's <br />court now in terms of developing all the <br />alternatives and evaluating those. Then he <br />assumed another discussion would be held <br />to determine if the one they are recommending <br />meets all the criteria. <br />Leary inquired if those alternatives would <br />come before council as he wished to be assured <br />they were kept abreast of the situation. <br />Wur1 advised it would be a minimum of 60 days <br />before the recommendations would be made. <br /> <br />HILLSBOROUGH WEST PARK <br /> <br />Administrator Wur1 advised there was more <br />money in the Parks Expansion Fund than was <br />anticipated during the 1983 budget process. <br />Council had been provided the new figures <br />as well as an outline to amend the budget <br />
