Again stated he didn't <br />think the changes were major one. <br /> <br />Councilman Leary <br /> <br />Felt there was some miscommunications. The <br />minutes do reflect what the Mayor said, but <br />didn't reflect his position. It was his <br />position that it would take major changes <br />through the Planning Commission to have <br />council reconsider it. The idea being that <br />unless some significant changes were made <br />it wouldn't go to the Planning Commission; <br />if it didn't go to the Planning Commission <br />it would not come to council either. <br />Leary also felt that the Planning Commission <br />had shown a lot of expertise in this matter <br />and this is the reason they are appointed - <br />to provide this information to council as <br />an advisory commission. He felt if the <br />changes Mr. Caranci mentioned were acceptable <br />to the Planning Commission, they very likely <br />would be acceptable to him. He apologized <br />if his opinion was not voiced correctly at <br />the December council meeting <br />Mr. Caranci thought that coming before Council <br />was the appropriate thing to do - did not <br />wish to cause any dissention between council <br />and the Planning Commission. Did feel that <br />due to all circumstances - had been through <br />so many litigations on the project felt <br />that this was his last resort as the project <br />has become so costly. Didn't know how he <br />could make further improvements. Felt that <br />he would be disqualified if he presented his <br />project to the Planning Commission again because <br />of the opposition in the membership. Felt <br />that if council would not consider it, the <br />project is gone. <br />Inquired of Mr. Caranci if he felt the changes <br />he had made addressed the Planning Commission's <br />concerns? <br />Caranci replied he felt he had - reiterated <br />some of the members of the commission, in- <br />cluding his cousin who would not be able to <br />vote on the issue, would disqualify the pro- <br />ject. Agreed to make one more attempt but <br />if he failed this time would scrap the project. <br /> <br />Councilman Leary <br />
