Councilmen Cussen and Ferrera

Councilman Cummings

Councilman Fauson

Mayor Meier

1/18/83

Page -24-

Mr. Caranci stated he had spent 3 years
working on the project, and if he-had to r.evise
it again would be too costly; as well as
repeating the process would be too time con-
suming.

Commented they concurred with Councilman Leary
that Mr. Caranci should go back to the Plan-
ning Commission.

Commented that Director Rupp had mentioned
concerns of our Engineering Dept. and Mr.
Caranci's engineer that needed to be resolved,
were these general details that would go be-
fore the Planning Commission?
Director Rupp stated they are usually those
kinds of things that are worked out at the
staff level, then when they appear before
Planning Commission and Council is the work-
ings of what has been resolved by the staff.
Rupp stated that he did not expect this item
to be on the agenda this evening.

Commented that he felt that if the problems
have been addressed and council did receive
a recommendation to deny this from the Plan-
ning Commission, and Mr. Caranci stated these
concerns have been corrected, he too felt
the project should go back to the Planning
Commission. Asked Mr. Caranci if it was
the time element that concerned him?
Mr. Caranci stated that from the very begin-
ing, the Planning Commission felt that the
entire project should be revised. They said
it was a good presentation; it blends with
the contour of the hillside; but there were
so many discrepancies. For instance the
entrance-way should be in another location;
everyone seemed to have a different concept
of what should be done. Felt that if an
additional $30,000 - $40,000 is spent on
the project in engineering design the pro-
ject would not be any more workable.

Remarked except for the possibility of the
access point to the property being addressed;
other concerns were expressed about the
grading of one street and the lots there,
Director Rupp stated that that had been
taken care of and they would drain to the
street; the retaining walls had been elimin-
ated, and if the access point could be worked
out with the Fire Dept. then the concern re-
lative to the access is being addressed.
