<br />City Council <br />Meeting Minutes <br />April 7, 2009 <br />Page 3 of 11 <br /> <br />Michelle Smith, 389 Juniper Court, Louisville, CO thanked Council for their <br />leadership in passing the refuse, recycling and composting ordinance. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br /> <br />Councilor Muckle addressed the consent agenda and the approval of purchasing <br />police vehicles. He had requested the City investigate purchasing hybrid <br />replacement vehicles. He noted the City of Boulder is purchasing hybrid vehicles <br />for their police detectives. He expressed his desire for the City to evaluate hybrid <br />vehicles when replacing vehicles. <br /> <br />Chief Goodman explained there is not a hybrid vehicle built for a police cruiser. <br />He stated the manufacturers will not warranty vehicles with all the added police <br />electronic equipment. He noted the Yukon hybrid was evaluated but was <br />$10,000 to $12,000 dollars more. <br /> <br />Mayor Sisk reported on the National League of Cities meetings in Washington, <br />D.C., March 16 through March18. He noted the stimulus package is getting a lot <br />of attention and stressed the importance of monitoring funds available through <br />grants. He referenced the Justice Assistance Grant for municipalities to add <br />police officers. Mayor Sisk extended an invitation to Representative Polis to <br />meet with the City Council. He reported on Friday, March 27, the City hosted <br />visitors from a Japanese Soccer Team. He stated the RTD Board of Directors is <br />meeting on April 7, 2009 to discuss financing FasTracks. Metro Mayor's Caucus <br />is also working on funding for transportation. He noted City Manager Fleming is <br />conducting budget presentations throughout the City. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Fleming commented that Mr. Sobel's statement that "the City did <br />nothing to assist him" is false. City Manager Fleming commented that the basis <br />for Mr. Sobel's complaint is reasonable and the City has spent significant time <br />trying to have the complaint resolved. Among other things, the City asked the <br />Greater Metro Telecommunications Consortium (GMTC) to investigate the <br />complaint. GMTC has spent thousands of dollars in legal expenses pursuing the <br />complaint. The GMTC, which is composed of representatives from over 20 <br />jurisdictions, considered the issue and unanimously voted not to fine Comcast- <br />presumably because the GMTC did not think that penalty would withstand legal <br />challenge-and instead voted unanimously to change the customer service <br />standards and through that mechanism require that Comcast send notices of <br />changes in rates or channel lineup be sent directly to individual households.
