<br />City Council <br />Meeting Minutes <br />April 7, 2009 <br />Page 6 of 11 <br /> <br />· Monetary Contributions: $103,658 ($115,000 prorated for 329 days of <br />service, and an additional $125,000 before January 31,2010). <br />· Ballot Measure: At April 2010 election, Superior will ask their voters to <br />approve a ballot measure to either establish a tax levy of 1.5 mills <br />dedicated for library services through Louisville, or increase taxes by an <br />amount and term determined by Superior, to provide sufficient fund for the <br />creation, operation and maintenance of a municipal library in Superior. <br />· Transmittal of Ongoing Funding. If Superior voters approve either of <br />these ballot measures, Superior will transmit to Louisville by January 31, <br />2011, and annually thereafter an amount equivalent to the proceeds of a <br />1.5 mill levy imposed on the total assessed valuation of Superior. If <br />Superior voters approve a tax increase to create their own library, this <br />payment would be prorated to the date that a municipal library is open in <br />Superior. <br />· Access to Library Services. Louisville will provide residents of Superior <br />who have a valid library card the same access to library services as <br />residents of other reciprocal jurisdictions. <br />· Library Board Representation. Louisville will appoint to the Louisville <br />Library Board of Trustees one member nominated by the Town of <br />Superior Board of Trustees. <br />· Use Statistics. Louisville will share the Superior aggregate data regarding <br />library users of the Louisville Library. <br />· Budget Information. The Louisville City Manager will provide the Superior <br />Town Manager a recommendation on the budget for library services and <br />will respond to questions and consider any recommendations the <br />Superior Town Manager has regarding the budget information. <br />· Minimum Service Levels. Louisville will maintain at least the existing <br />library hours and days of operation (52 hours per week and at least 4 <br />hours of service on Sundays). <br />· Termination. Either party may terminate the Agreement, with termination <br />effective at the beginning of any calendar year, provided the party gives <br />written notice at least 180 days in advance of termination. If the ballot <br />measure is rejected by Superior's voters, the Agreement would terminate <br />on December 31,2010. <br /> <br />Projected revenue: $103,658 in 2009 and $125,000 in 2010. If Superior voters <br />approve extending library services to cover an equitable share of the cost of <br />library services $240,000 will be received annually beginning in 2011. <br /> <br />Mayor Sisk requested public comment. There were no comments. <br /> <br />MOTION: Councilor Dalton moved to approve Resolution No. 11, Series 2009, <br />seconded by Mayor Pro Tem Marsella. All in favor. <br />
