<br />City Council <br />Meeting Minutes <br />April 7, 2009 <br />Page 7 of 11 <br /> <br />RESOLUTION No. 12, SERIES 2009 - A RESOLUTION AMENDING THE 2009 <br />BUDGET BY INCREASING APPROPRIATIONS IN THE GENERAL FUND, <br />CONSERVATION TRUST - LAND ACQUISITION FUND, CONSERVATION <br />TRUST - LOTTERY FUND, CAPITAL PROJECTS FUND, LIBRARY <br />CONSTRUCTION FUND, AND WATER UTILITY FUND FOR ROLLOVER <br />APPROPRIATIONS AND ADDITIONAL EXPENDITURES WITHIN SUCH <br />FUNDS AND ADJUSTING BUDGETED REVENUE IN GENERAL FUND AND <br />HISTORIC PRESERVATION FUND - PUBLIC HEARING <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />Finance Director Watson reviewed Resolution No 12, Series 2009, which <br />proposed a supplemental appropriation to the City of Louisville's 2009 operating <br />and capital budget. It also proposes changes to the City's 2009 revenue budget. <br />The proposed budget amendments were requested for three reasons: <br /> <br />1. To carry forward appropriations from 2008 to 2009 for projects approved <br />in 2008 but not completed in 2008. In other words, the unspent budgets <br />for projects that were appropriated, but not completed, in 2008 are <br />proposed to be "rolled over", or added, to the current 2009 budget. The <br />total rollover is $911,160. <br />2. To establish new appropriations in 2009 for proposed expenditures not <br />anticipated, or not measurable, at the time the 2009 budget was adopted <br />in November of 2008. Total new appropriations equal $167,160. <br />3. To adjust the revenue budget for revenues not anticipated, or not <br />measurable, at the time the 2009 budget was adopted. Total new revenue <br />is $459,260. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilor Muckle inquired about the $60,000 dedicated for Roof Top Photo <br />Voltaic system for the Library. Public Works Director Phare explained they are <br />investigating an anchoring system that does not require penetrating the roof. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public <br />hearing. <br /> <br />MOTION: Councilor Sackett moved to approve Resolution No. 12, Series 2009, <br />seconded by Mayor Pro Tem Marsella. <br /> <br />City Attorney noted there is one typographical error in the third "Whereas" clause, <br />and requested a correction from 2008 to 2009. Councilor Sackett and Mayor Pro <br />Tem Marsella accepted the correction. <br />
