Planning <br />Director Wood confirmed the surrounding businesses were notified and they <br />support the application. <br /> <br />MOTION: Councilor Muckle moved to approve Resolution No. 17, Series 2009, <br />seconded by Councilor Clabots. All in favor. <br /> <br />APPROVAL OF ISSUANCE OF STATEMENT OF QUALIFICATIONS FOR <br />SHORT STREET CORRIDOR & BNSF UNDERPASS DESIGN STUDY <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Manager Fleming explained the City is seeking statements of qualifications <br />from qualified consultants to prepare design alternatives for the Short Street <br />corridor in Louisville. This will include a pedestrian underpass at the Burlington <br />Northern Santa Fe (BNSF) tracks and connection across Highway 42 via <br />underpass, overpass, or at-grade solution. The consultant will be responsible for <br />preparing design alternatives and the order of magnitude cost estimates for <br />evaluation purposes. A set of criteria and a scope of work include a connectivity <br />study specifically looking at Short Street, the RTD underpass evaluation and the <br />public involvement activities. <br /> <br />PUBLIC COMMENT <br /> <br />Jean Morgan, 1131 Spruce Street, Louisville, CO asked for a definition of the <br />Short Street corridor. Principal Planner Sean McCartney explained the Short <br />Street corridor refers to the main access for the development, which is the traffic <br />signaled intersection at Highway 42. <br /> <br />Ms. Morgan stated the underpass study for South Street will cost $40,000. She <br />noted it hasn't been decided whether there will be a rail station in Louisville, nor <br />whether there will be a single or double rail tracks or whether parking will be <br />allowed at the Sports Complex. She did not favor the study and urged Council to <br />wait until all of the questions have been answered.. <br /> <br />Michael Reis, 738 Pear Court, Louisville, CO, Louisville Revitalization <br />Commission member, voiced his support for the study and stated it will help <br />resolve many issues. He noted even if the train station is not built, the study will <br />investigate how the downtown can be connected to the revitalization area and <br />the sports complex. <br /> <br />Rhonda Grassi, 915 Main Street, Louisville, CO voiced her support for the study. <br />She requested the Council consider adding underpass/overpass to the study. <br />She stated it would be less costly and enhance the downtown area. <br />
