<br />City Council <br />Meeting Minutes <br />June 2, 2009 <br />Page 14 of 17 <br /> <br />COUNCIL COMMENTS <br /> <br />City Council was not in favor of sending this matter to the Planning Commission. <br />Mayor Sisk suggested those who favor raising chickens host open houses to <br />educate their neighbors and respond to their concerns. <br />Councilor Clabots suggested enlisting the CSU extension for educational <br />purposes. <br /> <br />DISCUSSION/DIRECTION/ACTION REGARDING PROVISION OF COMCAST <br />ACCESS CONTRIBUTION/PEG FEES <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Deputy City Manager Balser explained Council approved the Comcast franchise <br />in 2006. Provisions of the agreement for an Access Capital Contribution and <br />Replacement Capital Contribution included funding for capital expenses related <br />to public, education and government Access/cable purposes. The franchise <br />agreement stipulates Comcast shall notify the City, in writing, when the Access <br />Capital contribution has been fully recovered. Comcast provided written <br />information that the Access Capital Contribution has been fully recovered and <br />requested notification of whether to continue such PEG fee of 50 cents per <br />subscriber per month to be used for capital expenditures. <br /> <br />The City could use the additional revenue for capital needs related to production <br />of Channel 8, such as new/enhanced cameras, editing equipment, associated <br />software, and microphones. Based on the subscriber numbers, Comcast <br />estimates Louisville subscribers will generate approximately $22,000 in PEG fees <br />for the remainder of 2009. Based on continual capital expenditures needs for <br />Access purposes, Staff recommended Council provide the Replacement Capital <br />Contribution, with the continued PEG fee of 50 cents for Louisville Comcast <br />subscribers. <br /> <br />PUBLIC COMMENT <br /> <br />Zoe Monroe, 470 Muirfield Circle, Louisville, CO stated she's paid PEG fees for <br />13 years. <br /> <br />Kevin Douglas, 1850 Ionic Drive, Lafayette, CO stated he pays PEG fees. He felt <br />citizen television is an important education tool. <br /> <br />John Bollinger, 143 Salina Street, Lafayette, CO supported the continuation of <br />the PEG funding. He thanked the City of Louisville for their past support. He <br />stressed the importance of CCTV to the community. <br />
