<br />12/22/82 <br /> <br />Page -4- <br /> <br />.ministrator Wurl <br /> <br />Stated he was doing exactly what councilmembers <br />had requested he do relating to the meeting <br />with Lafayette, and one of their councilmen <br />responds to ~ of our councilmembers in a <br />positive way but the City Manager of Lafayette <br />and apparently their Mayor and 5 other council- <br />men who don't wish to meet with Louisville; <br />and this was not his fault but that of the <br />City Manager of Lafayette. <br />Director Rupp stated that he spoke with <br />Cathy Davis at a DRCOG meeting and asked her <br />about the intergovernmental agreement; she <br />had never returned his call. She stated she <br />didn't wish to avoid him but their City <br />Attorney had advised them not to proceed. <br />Advised her this was unfortunate that we <br />get into this type of situation at the Staff <br />level, but this is the issue.and they have <br />never responded to our proposed agreement. <br />Both Administrator Wurl and Director Rupp <br />were at a loss on how the resolve the issue. <br /> <br />Mayor Meier <br /> <br />Remarked that he knew of Wurl's and Rupp's <br />frustrations because he too had experienced <br />knowledge of letters and calls to Lafayette <br />with no response for many years in the past <br />and was also aggravated on how this could <br />be resolved. Felt that it was futile. <br /> <br />Councilman Ferrera <br /> <br />Felt that the staff were placed in a bind, <br />by councilmembers dealing on a one to one <br />relationship. Was his opinion this did not <br />represent the entire Lafayette council feel- <br />ings in the matter. If they had not in- <br />structed thier City Manager to respond to <br />our Administrator's letter it was possibly <br />because the majority of council were not in <br />favor. <br /> <br />Councilman Cussen <br /> <br />Commented that he had spoken with the Mayor <br />of Lafayette earlier in the fall and he <br />expressed a desire for the meeting. <br /> <br />Councilman Ferrera <br /> <br />Stated he spoke with a specific Lafayette <br />councilmember and he informed him that un- <br />less there is a specific problem to be dis- <br />cussed he is not willing to meet with us. <br /> <br />Councilwoman Morris <br /> <br />Reitereated that it was her impression after <br />talking with John Drennan that a date had <br />been set for the meeting, in response to <br />our letter - was curious where it was held <br />up and we had not received the information. <br />
