The load <br />on the southeast quarter were at Level E and <br />are essentially why they were placed on the <br />plan. There may have been a little bit of <br />politics given who is the chairman of the <br />DRCOG Board. <br />Administrator Wurl remarked with 3 of the <br />interchanges there was politics involved <br />he was certain. <br />Councilman Leary reiterated that an analysis <br />had been done on the Smoky Hill traffic plan <br />which covered at least two of the interchanges. <br />Commented that he saw the process regularly <br />and stated Wurl was correct about the money <br />situation - right now the plan is still about <br />5 hundred million dollars to build what is <br />shown on the plan. He didn't feel we could <br />agrue against analysis - didn't think we <br />wanted to get in a power play, as we could <br />lose a power plan. <br />Wurl stated he had no problem with the analysis. <br />Remarked that in the meeting we had with <br />DRCOG that Leary had attended, if the DRCOG <br />people would have advised then that the proper <br />way to do this was to go thru this specific <br />process in front of all the Mayor and Council <br />that were present. Since the entire DRCOG <br />staff were here, he felt they had the oppor- <br />tunity to set the guidelines and tell us <br />what to do. <br />Leary replied he felt this was common knowledge <br />that is how to approach the transportation <br />planning process. It was his understanding <br />that DRCOG had reviewed the 96th Ave. inter- <br />change 2 years ago, but at that time the <br />employment figures did not justify the 96th <br />Ave. interchange. <br /> <br />Councilman Ferrera <br /> <br />Commented he disagreed - did not feel ours <br />was an adversarial position by opposing the <br />plan. Was his opinion that since this was <br />a draft regional transportation plan and <br />felt DRCOG was seeking our input as to whether <br />we agree with it or whether we wished additions. <br />He felt if we agreed to the plan without our <br />additions it would be "etched in stone" that <br />Louisville voted yes to the plan; if at a <br />later date we wished something added it would <br />be denied. Emphatically felt that we should <br />approve the analysis, but firmly state we <br />want the 96th Ave. interchange placed on the <br />plan and would not approve the plan without <br /> <br />that. <br />
