<br />12/21/82 <br /> <br />Page - .7- <br /> <br />RESOLUTION #39 - ADOPT <br />CONSTRUCTION STANDARDS <br />ANS SPECIFICATIONS <br /> <br />Councilmembers had a copy of the resolution <br />and Attorney Rautenstraus read it in its <br />entirety. <br /> <br />ADOPTION <br /> <br />Councilwoman Morris moved, Councilman Cussen <br />seconded that Resolution #39 - Construction <br />Standards and Specifications be adopted. <br />Question called for. All in favor. Motion <br />carried unanimously. <br /> <br />RESOLUTION #40 - REVISION <br />PERSONNEL POLICY <br /> <br />Attorney Rautenstraus read the resolution in <br />its entirety and councilmembers had a copy <br />of it. <br /> <br />Mayor Heier <br /> <br />Councilman Leary <br /> <br />Referred to section 1-2 relating to amend- <br />ment of the pay plan - "such amendments may <br />be approved by resolution~ etc. and requested <br />the word may be changed to shall. <br />Under section 5.2 - Sick Leave "employees will <br />receive payment of 50% of any sick leave days <br />accrued over 120 days," etc. He commented <br />he encouraged an incentive program for em- <br />ployees regarding sick leave, but felt that <br />50% payment was too high; suggested 25% to 30% <br />initially. <br />Commented he agreed with the incentive program <br />but was uneasy with only allowing employees <br />to accrue 120 days or 4 months, what is the <br />policy if the employee is off for 5 months? <br />Chief Accountant Caranci advised after 120 <br />days the employee is placed on short term <br />disability for 6 weeks, which is the normal <br />procedure primarily before they use their <br />sick leave. <br />Leary inquired if it was financially to the <br />City's advantage to have the employee on <br />disability rather than on sick leave. <br />Administrator Wurl commented it would give <br />us the opportunity to speak with the person <br />and find out when he will return to work. <br /> <br />Councilman Ferrera <br /> <br />Commented in his opinion 50% of the sick pay <br />was not extreme as it was a good incentive. <br /> <br />Councilman Cummings <br /> <br />Commented an employee must be with the City <br />10 years to accrue 120 days sick leave. Sug- <br />gested that the number of years and number <br />of days be lowered. In his experience the <br />first 4 or 5 years is when the advantage is <br />tested. <br />
