Councilman Leary

Commitment - Hillsborough
West Park

11/16/82

Page -6-

for the children to enter. He stated, as
a caution, in reviewing parks for the City,
didn't want to mislead anyone this would be
on a high priority list in terms of funding.
He was concerned about the residents in Mesa
Point and Contennial View Estates and what
is being planned. Is a park to be constructed,
will it be open space area, for children in
that area? He was aware there weren't as
many children in the area, but they do not
have access to any park without crossing
South Boulder Road. Remarked that the people
in the Hillsborough North subdivision have
waited 6 - 8 years for Helart Park to be com-
pleted; therefore felt that before sod and
sprinkling are considered in the subject area,
the commitment to other parks must be reviewed.
Was supportive of the fencing and sand requested.

It appeared to him that our comprehensive
plan isn't adequate to cover this type of situ-
ation.or the comprehensive plan hasn't been
fil~d. He has been working on revisions to
the comp plan and has been reviewing new
recommendations - was asking why there was
never a tot park planned in the Hillsborough
West area, seemed to be a planning error.
Director Hioco replied the development came
in 1977. After reviewing the records, upon
requests from some of the citizens, it was
designated open space.
Leary commented it was his hope these areas
should be designated more specific so this
problem does not arise again. Then inquired
what the size of the proposed project was.
Hioco replied a little less than an acre.
Leary inquired what the estimate would be to
fence the area. Hioco did not wish to estimate.
It was Councilman Leary's opinion that Council
should make some type of commitment, since
the neightborhood had pledges for $1,600 +,
contingent upon the progress of the project,
obtaining bids, etc. for the fencing and sand.

Councilman Leary moved, Councilman Cussen
seconded that Council make a commitment for
the fencing and sand for the Hillsborough
West Park contingent upon the costs involved,
as matching funds of approximately $2,000.00.
Question called for. All in favor. Motion
carried unanimously.
