10/19/82 Page -17- Community Building. Administrator Wurl advised the original estimate was $21,000.00 and the low bid now is $41,225.00. Director of Community Services Hioco explained the reasons for the increase in a memo which Administrator ~~rl read in its entirety. The recommendation was to award the bid to the low bidder, and could be funded from the Capital Improvement Fund to do the project. Mayor Meier Inquired if there would be any guarantee estimate as to what the life of the building would be when the renovation has been completed. Director Hioco <commented an estimated 75-100 years. Mayor Meier inquired if the drainage problem would also be eliminated. Hioco advised that it would. Councilman Fauson Inquired since the bid is for exterior work, would there be any interior renovation done? Hioco replied yes, at a later date. llncilman Ferrera Asked if the building could still be used while the renovation is being done? Hioco replied yes. Councilman Leary Inquired who did the specifications - it was his impression that Mr. Hillhouse had done them. Director Hioco stated that several people had been contacted to review the project to see if it was feasible to do it on our own. The result was there are 3 walls, rather than one that are badly deteriorated. Councilman Leary commented perhaps in the future we obtain bids before we do a project of this kind, since the estimate was 100% off. Agreed with Councilman Leary that staff must obtain a firmer estimate, and they will strive to do this. It was his feeling that when Mr. Hillhouse was asked to review the project; he contacted the State and they had more recom- mendations than we anticipated. Administrator Wurl Councilman Cussen Inquired what the historical significance was for this buildi.ng. Director Hioco advised one of the first elemen- tary schools, a meeting place for miner's groups, and for industrial arts for the high school.
