Director <br />of Community Services Hioco explained the <br />reasons for the increase in a memo which <br />Administrator ~~rl read in its entirety. <br />The recommendation was to award the bid <br />to the low bidder, and could be funded <br />from the Capital Improvement Fund to do <br />the project. <br /> <br />Mayor Meier <br /> <br />Inquired if there would be any guarantee estimate <br />as to what the life of the building would be <br />when the renovation has been completed. <br />Director Hioco <commented an estimated 75-100 <br />years. <br />Mayor Meier inquired if the drainage problem <br />would also be eliminated. Hioco advised <br />that it would. <br /> <br />Councilman Fauson <br /> <br />Inquired since the bid is for exterior work, <br />would there be any interior renovation done? <br />Hioco replied yes, at a later date. <br /> <br />llncilman Ferrera <br /> <br />Asked if the building could still be used <br />while the renovation is being done? <br />Hioco replied yes. <br /> <br />Councilman Leary <br /> <br />Inquired who did the specifications - it was <br />his impression that Mr. Hillhouse had done <br />them. <br />Director Hioco stated that several people had <br />been contacted to review the project to see <br />if it was feasible to do it on our own. The <br />result was there are 3 walls, rather than one <br />that are badly deteriorated. <br />Councilman Leary commented perhaps in the future <br />we obtain bids before we do a project of this <br />kind, since the estimate was 100% off. <br /> <br />Agreed with Councilman Leary that staff must <br />obtain a firmer estimate, and they will strive <br />to do this. It was his feeling that when <br />Mr. Hillhouse was asked to review the project; <br />he contacted the State and they had more recom- <br />mendations than we anticipated. <br /> <br />Administrator Wurl <br /> <br />Councilman Cussen <br /> <br />Inquired what the historical significance was <br />for this buildi.ng. <br />Director Hioco advised one of the first elemen- <br />tary schools, a meeting place for miner's groups, <br />and for industrial arts for the high school. <br />
