<br />7/20/82 <br /> <br />Page -5- <br /> <br />Mayor Meier <br /> <br />Requested that the City Attorney and the <br />City Administrator make this stipulation <br />on the application for the rebate. <br /> <br />Question called for on the motion. All <br />in favor. Motion carried unanimously. <br /> <br />Councilwoman Morris <br /> <br />Commented it was her understanding that the <br />tax rebate on the water and sewer increase <br />would be for elderly and low-income. She <br />wished Council's feeling on this, and per- <br />sonally felt that low-income families should <br />be included as well as .the low-income elderly. <br />Administrator Wurl advised this was not <br />their understanding. One of the recommendations <br />made by staff was this rebate could be done <br />easily as it fits the program already set-up <br />for the property tax rebate refund, which <br />does not include anyone under 65 years of age. <br /> <br />Councilman Leary <br /> <br />Commented there may be a possibility if <br />low-income families were included there <br />would be college students, etc. that would <br />apply for the rebate and not own property. <br />It was his feeling there might be problems. <br /> <br />Asked for a point of clarification - as <br />whether the rebate was for property owners <br />only, were not renters who paid the utility <br />bills also eligible for the rebate? <br />Wurl and Rautenstraus stated they were. <br /> <br />Mayor Meier <br /> <br />Councilman Leary <br /> <br />Commented the way the rebate is set up <br />presently people will be required to file <br />for the rebate mid-year and essentially <br />will have to be willing to make a public <br />declaration of their income and the bills <br />will be printed in the newspaper. It was <br />his feeling that there were a lot of proud <br />people in the City who would not wish to <br />declare their income; therefore it was his <br />suggestion that they be given the option <br />of including this with their property tax <br />refund. This would allow the public to <br />find out how lffiuch money anyone is receiving <br />but would allow the elderly to retain what <br />they might consider personal information. <br />If other councilmembers agreed with this <br />he would move that Council would add to <br />the ordinance that they have the option <br />of either receiving the rebate in July <br />or along with their property tax rebate <br />at the end of the year. <br />
