7/6/82 Page .,..12- Audit are considering reconnnending to Council that we request a hearing before the Water Quality Control Connnission to review the nitrate statues. We feel the designation on Coal Creek has been rated extremely high and this ought to be reviewed; and since the State people are not certain they made the right decision encouraged the City to request the hearing. City Engineer Blanchard reported that the State had issuE~d the permit to the City as of June 30, 1982. A full report vlill be given to Councilman Leary by the next council meeting. Wurl advised there has been difficulty in setting a date to meet with council - they have been out of town the past 2?z weeks, but will set a definite date as soon as possible. Administrator Wurl then took a poll of how IIlany councilmembers wished to meet with the auditors. All of them wished to attend. - ~ayette Proposal Councilman Leary Administrator vJurl advised that he had met with Mike Acimovic, City Manager of Lafayette, and it was suggested that the planners of Louisville and Lafayette have a meeting to prearrange what they wished to discuss. Rupp advised that he had the meeting with the Lafayette Planner and the City of Louis- ville was to prepare the draft agreement. We have done that and the City of Lafayette was to get back with him after they re- viewed the agreement, but they have not done so. It was Rupp's opinion that the planning and the open space between the two cities was an issue and Lafayette would like to explore this with the South Boulder Road improvements. The water issue would be a separate agreement. If he did not hear from them at the end of the week - would call them again. Inquired if the agreement was more of a procedural document, or was there a lot of substance proposed. Director Rupp stated he had sp~ken with the City Attorney and the agreement eludes to a number of areas that are of concern to them and they are trying to get with Lafayette
