Question <br />called for. All in favor. Motion carried <br />unanimously. <br /> <br />Each councilmember had a copy of the pro- <br />posal. <br />Administrator t-7url connnented if Council <br />wished to have more time to review the pro- <br />posal and defer it, he would suggest they <br />meet prior to the deadline date of July 13, <br />1982 and take a position at that time. <br /> <br />Directed everyone's attention to page 4 of <br />the proposal "As to those who may not have <br />executed this Agreement as of July 13, 1982, <br />its provisions shall be deemed to be a <br />continuing offer to them to participate in <br />the benefits of this Agreement and to sub- <br />scribe for the payment of a portion of the <br />cost of Phase II of the EIS until midnight <br />of September 7, 1982, etc." <br />Administrator ~vurl advised the one thing <br />the City would be excluded from would be <br />the connnittee, and it was his feeling that <br />it would be important for the City to be <br />represented on the connnittee if possible. <br />
