Councilman Leary

SPECIAL MEETING JULY 8, 1982

"'.Ldyor Meier

Councilman Cussen

Councilman Leary

7 /6/ 82

Page -9-

Wurl had attempted to gain more information
relative to hOliV' many cities were partici-
pating in the agreement; and received com-
ments such as Adams County had over sub-
scribed - that every city in the County has
signed up - Boulder County has had two meet-
ings and it was his thought that each County
is limited to a maximum of two members on
the Committee. They will have an Executive
Committee of 5 members. In terms of cost
the figure is 2 to 3 million, so if the
City signs up for 1% - this would mean $30,000.
Wurl also advised that 1% would possibly
accrue to the City more water than was needed.
The $30,000.00 would be the first installment
of Phase II of the EIS, gross would possibly
be $112 million, for the total project.

Suggested a decision on this agreement be
made at a special meeting, He felt that water
storage was an issue that neeeded attention.
Councilman Leary moved that a special meeting
be held July 8, 1982 to discuss the Denver
Water Board Agreement, at 7:30 P.M.

Requested that Councilman Fauson write a
memo expressing his desires regarding the
Agreement sincl~ he would be unable to attend
the meeting. Fauson agreed to do this.

Inquired why Council was being pressured to
make a decision on such short notice.
Administrator lwurl advised the Agreement came
about as a result of a compromise in a law
suit between the suburban counties (not Boulder
County) and cities versus the Denver Water
Board and this agreement is approximately
the 13th or 14th version. The City was
not made aware of this until 2 weeks ago when
a letter was received from the Denver Water
Board to which he responded indicating the
City's general interest in whatever the
Agreement contained. and wished more information.
At that time we received the 5th draft of
the proposal. Joe Madonna of the County has
been attending the meetings only a daily basis.

Requested that Administrator Wurl also do
other financial anaylses of options in terms
of water, i.e. the City's participation in
Gross Reservoir would be so that it be a
viable option relating to the Denver Water
Board Agreement. He also suggested that
other items delayed at this meeting be added
