Leesman <br />thanked Hayor and Council on behalf of <br />the membE!rs of the Police Dept. <br /> <br />Noted that Norbert had been misspelled <br />in the proclamation and asked that it <br />be corrected. <br />City Clerk to take care of it. <br /> <br />Attorney Rautenstraus read the ordinance <br />by title only on second reading, and certi- <br />fied proper publication. <br />Rautenstraus advised the matter of confin- <br />ing minors up to 48 hours had been reviewed <br />and this had been approved in a 1981 amend- <br />ment to the Colorado Revised Statutes. <br /> <br />Connnented that Director Leesman had made <br />a statement on the first reading of this <br />ordinance that it was very difficult to <br />confine a. minor in Boulder County, unless <br />it was for a serious felony; what is a <br />serious felony? <br />His reply was murder. Even state-wide as <br />far as minors are concerned a rehabilitation <br />program is sought to revert the child back <br />into the family depending upon the serious- <br />ness of the charge. <br />He further informed Council with present <br />legislation, they are having difficulty <br />confining anyone. <br /> <br />Attorney Rautenstraus read the ordinance <br />by title only on first reading, and the <br />request w'as for publication. Mayor and <br />councilmembers had a copy of the ordinance <br />before them. <br /> <br />Councilwoman Morris moved, Councilman Fauson <br />seconded that Ordinance #758 - Salary Schedule <br />Council Hembers be published. <br /> <br />Felt that the City right now is in a very <br />poor financial condition and we lack money <br />to provide some of the services that we should <br />be funding. Also, in the near future there <br />will be a rise in water rates that will not <br />cover, even with the raise, our costs for <br />operating and maintenance; therefore he <br />felt that Councilmembers should not be in- <br />creasing their salaries at this time.
