<br />5/4/82 <br /> <br />Page -7..,. <br /> <br />Councilman Ferrera <br /> <br />relt council should consider what type <br />building would be constructed and how <br />it would look, Ferrera felt that if <br />the County allowed the septic tank permit, <br />Mr. Trousil would be able to construct the <br />building to his preference as well as the <br />access to Highway 42 at his discretion. <br />It was his feeling that a letter should <br />be written to the County, even if Council <br />should approve the utility request, stating <br />our concerns regarding the industrial zon- <br />ing. It was his opinion that the County <br />would permit the building to be constructed. <br />Director Rupp stated that his primary con- <br />cern was if the property were annexed and <br />utilities granted, this would promote future <br />industrial development in the open space area. <br /> <br />Attorney Rautenstraus advised it was his <br />opinion that if other developers wished <br />to construct something, they would have to <br />go through the subdivision process. <br /> <br />Juncilman Leary <br /> <br />Commented that he shared Councilman Ferrera's <br />concerns, as well as those of Director Rupp. <br />It was his opinion that Council would have <br />several problems with other cities in main- <br />taining our buffer zone, and a policy of <br />having control is beyond the City's means. <br />He favored having some agreements with <br />Boulder County, as well as Lafayette and <br />Broomfield to protect these buffer zones. <br />In his opinion these intergrovernmental <br />agreements is a much more innovative and <br />fianancial feasible way of trying to im- <br />prove the integrity of our boundaries than <br />to go the route of trying to seek control. <br />It was his opinion that Boulder County would <br />allow subdivision of the property, and an <br />agreement could be reached. <br /> <br />Stated he didn't have as much faith in <br />Boulder County as Councilman Leary did. <br />He stated cases where development occurred <br />in north Boulder "" between Longmont and <br />Boulder ..,. that the County had stated no <br />development would occur. <br /> <br />Councilman Ferrera <br /> <br />'uncilman Leary <br /> <br />Defended his position by stating without <br />an effort to try this process it would be <br />unknown. Also, we have to find out the <br />legality of such an agreement to establish <br />
