Motion <br />carried unanimously. <br /> <br />WATER AND WASTEWATER RATE <br />INCREASE <br /> <br />Administrator Wurl advised the data for <br />this recommendation was also discussed with <br />Council at a study session. Councilmembers <br />had a copy of the proposals. The request <br />was for Council's authorization to prepare <br />an ordinance on the water and wastewater <br />increases based on Plan C-2. <br />He stated on the water assessment all the <br />figures Council had requested were not com- <br />plete; but the water rights acquisition had <br />been reviewed - the owners of the rights had <br />been contacted and agreed to grant time <br />extension from 6 months to a year. The <br />total calculated for purchase of the water <br />rights at this time is $347,340.00. He <br />expected to have the figures on the filter <br />plant improvements ready for the study <br />session of April 27, 1982. <br /> <br />~ouncilman Ferrera <br /> <br />InqHired if the ordinance could be delayed <br />until the assessment fee is determined, as <br />he felt the residents would perceive this <br />as 2 increases because it is all on one billing. <br /> <br />Administrator Wurl commented this could be <br />done after the April 27th study session when <br />Council could indicate their preference. <br /> <br />Mayor Heier <br /> <br />Commented he felt two ordinances would better <br />explain the reason for the increases, the <br />assessment charge being for the water right <br />acquisition. <br /> <br />Administrator Wurl advised from a practical <br />point of view his recommendation would be <br />to have just one ordinance; therefore would <br />be one publication. The other aspect is <br />changing the fees on the computer would be <br />a one time change. <br /> <br />Councilman Leary <br /> <br />Concurred with Mayor Meier that the increases <br />were 2 separate issues and part of the pro- <br />blem is that residents don't see them as <br />2 separate issues. <br /> <br />'ouncilman Cummings <br /> <br />Suggested perhaps an explanation could be <br />sent on the first bill showing the increases. <br />
