WATER AND WASTEWATER RATE INCREASE Administrator Wurl advised the data for this recommendation was also discussed with Council at a study session. Councilmembers had a copy of the proposals. The request was for Council's authorization to prepare an ordinance on the water and wastewater increases based on Plan C-2. He stated on the water assessment all the figures Council had requested were not com- plete; but the water rights acquisition had been reviewed - the owners of the rights had been contacted and agreed to grant time extension from 6 months to a year. The total calculated for purchase of the water rights at this time is $347,340.00. He expected to have the figures on the filter plant improvements ready for the study session of April 27, 1982. ~ouncilman Ferrera InqHired if the ordinance could be delayed until the assessment fee is determined, as he felt the residents would perceive this as 2 increases because it is all on one billing. Administrator Wurl commented this could be done after the April 27th study session when Council could indicate their preference. Mayor Heier Commented he felt two ordinances would better explain the reason for the increases, the assessment charge being for the water right acquisition. Administrator Wurl advised from a practical point of view his recommendation would be to have just one ordinance; therefore would be one publication. The other aspect is changing the fees on the computer would be a one time change. Councilman Leary Concurred with Mayor Meier that the increases were 2 separate issues and part of the pro- blem is that residents don't see them as 2 separate issues. 'ouncilman Cummings Suggested perhaps an explanation could be sent on the first bill showing the increases.
