Corp. <br />Adminsistrator Wurl advised they pay based <br />on the demand that they place on the <br />system. <br /> <br />Councilman Cussen moved, Councilman Cummings <br />seconded authorization for an ordinance <br />to be prepared on water and wastewater <br />rate increase - plan C-2. Question called <br />for. <br />AYES: Ferrera, Cummings, Morris, <br />Cussen, Meier, Leary <br />NAY: Fauson <br />Motion carried 6-1. <br /> <br />Councilmembers had a copy of the memo <br />from City Engineer Blanchard, and estimates <br />from Centennial Engineering, also copies <br />of quotes from leasing agencies from <br />Chief Accountant Caranci. <br />Administrator Wurl was requesting Council's <br />permission to call for bids on the traffic <br />signal. He advised that the leasing com- <br />panies will finance the signal but none of <br />the other proposed improvements. His recom- <br />mendation was the bid be let for the entire <br />proposal, consisting of signal light, jersey <br />medians 'with landscaping and irrigation, <br />and replacement of crosspan for a total <br />of $160,367. Wurl stated to help finance <br />the proposed improvements, the Major Thorough- <br />fare Fund has a balance of $32,839.00 - will <br />need, including engineering fees, approxi- <br />mately $93,000 above the $86,762.00 for the <br />signal. To get the balance-60 building per- <br />mits would have to be obtained that pay the <br />Major Thoroughfare Fee before the contractor's <br />would be paid <br />
