Wurl commented perhaps this would warrant sending out a separate mailing including an explanation. Commented this should be done before the public hearing, assuming there would be one on this ordinance. Inquired of Chief Accountant Caranci, how many large commercial users does the City have, as the increase was substantial. Her reply was Storage Tech. Corp. Adminsistrator Wurl advised they pay based on the demand that they place on the system. Councilman Cussen moved, Councilman Cummings seconded authorization for an ordinance to be prepared on water and wastewater rate increase - plan C-2. Question called for. AYES: Ferrera, Cummings, Morris, Cussen, Meier, Leary NAY: Fauson Motion carried 6-1. Councilmembers had a copy of the memo from City Engineer Blanchard, and estimates from Centennial Engineering, also copies of quotes from leasing agencies from Chief Accountant Caranci. Administrator Wurl was requesting Council's permission to call for bids on the traffic signal. He advised that the leasing com- panies will finance the signal but none of the other proposed improvements. His recom- mendation was the bid be let for the entire proposal, consisting of signal light, jersey medians 'with landscaping and irrigation, and replacement of crosspan for a total of $160,367. Wurl stated to help finance the proposed improvements, the Major Thorough- fare Fund has a balance of $32,839.00 - will need, including engineering fees, approxi- mately $93,000 above the $86,762.00 for the signal. To get the balance-60 building per- mits would have to be obtained that pay the Major Thoroughfare Fee before the contractor's would be paid
