The request <br />was for publication and a public hearing <br />date be set for April 6, 1982. <br /> <br />Councilman Fauson moved, Councilwoman Morris <br />seconded Ordinance #755 - Adoption of the <br />1977 Hodel Traffic Code be put out for pub- <br />lication and the public hearing be set for <br />April 6, 1982. <br /> <br />Inquired who set the speed limits of the city <br />in past. The reply was City Council. <br />He noted this ordinance read the City En- <br />gineer would be setting the speed limits <br />asked about the change. <br />Administrator Wurl advised this was standard <br />procedure. <br />Councilman Leary then inquired if the speed <br />limits would be incorporated in the ordin- <br />ances as set by the engineer. <br />City Engineer Blanchard advised there was <br />a schedule format in the Model Traffic Code <br />of the State of Colorado and is being adopted <br />by reference. Basically the Engineering Dept. <br />maintains a file, based on an engineering <br />study, the purposes for doing so, and then <br />posting the speed limit. This is then done <br />by reference to the Model Traffic Code; not <br />written into~the ordi.nancebut by reference on file <br />with the City Engineer's office. <br /> <br />Remarked he had no real problem with this, <br />but sometimes engineering studies leave out <br />some of the intangibles - used the example <br />of a study being made of so many children <br />crossing a major thoroughfare didn't warrant <br />a certain speE!d by being under 10 or 15 and <br />this is being based on an engineering study, <br />he would consider this a problem. It was <br />his suggestion that some provision be made <br />that would give the City Council input or <br />some type of review. <br /> <br />Inquired what the procedure would be if <br />councilmembers questioned the speed limit <br />set by the engineer. <br />Blanchard advised by notifying the Traffic <br />Engineer, who was he, an investigation would <br />be made of the complaint.
