<br />2/5/82 <br /> <br />Page -4- <br /> <br />Bernel informed Council a subcontractor <br />is hired and they handle all matters <br />relative to the miles of pipeline needed, <br />as well as right-of-ways as they have the <br />power of condemnation. However they work <br />with the City closely for approval. Teton <br />would sell the product at the well site. <br /> <br />AUDIENCE COMMENTS <br /> <br />CITY ATTORNEY'S REPORT <br />ORDINANCE #753 - OIL & GAS <br />PERMITS AND CONTROLS <br /> <br />None. <br /> <br />Attorney Rautenstraus read the ordinance <br />by title only and the request was for <br />council's approval for publication on first <br />reading. <br /> <br />Hayor Meier requested that if councilmembers <br />had any probl~ns with the ordinance to deal <br />with them now before publication to avoid <br />additional costs. <br /> <br />Amendment - Storage Tanks <br /> <br />Discussion by council - Councilwoman Morris <br />requested on page 4 (k) Limitation of Stor- <br />age Tanks be changed from 5 to no more than <br />2 storage tanks installed on a production <br />site unless additional tanks are speci- <br />fically approved by City Council. <br /> <br />Bond and Insurance <br /> <br />Mayor Meier requested clarification of the <br />wording in section 4(d) - page 4 Blow Out <br />Prevention "during drilling and redrilling." <br />Asked staff and attorney to give him their <br />interpretation of redrilling by memo. <br /> <br />Councilman Leary made reference to page <br />2-Bond and Insurance - inquired if per- <br />haps the bond and insurance should apply <br />to the pipeline also. <br />Attorney to check if they are bound by State <br />Statues and the amount. <br /> <br />Fees <br /> <br />Councilman Leary inquired how the fees <br />were determined on page 3 of the ordinance. <br />Administrator Wurl advised other ordinances <br />had been researched and these were the <br />highest fees permissible. <br />Discussion-fees be reviewed annually and <br />adjusted to compensate for inflation. <br />
