REPRESENTATIVE COAL CREEK
WATER ASSOCIATION 2 YEAR
TERM
JOHN ROBERT KILKER

LOUISVILLE HISTORICAL
COl'1MISSION

COUNCIL REMARKS
Councilman Leary

1/11/82

Page -5-

Mr. Hinsberger and Mr. Luce were in the
audience - Nayor Neier welcomed them to
the Planning and Zoning Commission.

Mayor Heier advised there was only one
applicant for this appointment.

Councilman CU8sen moved that John Kilker
be appointed to service as representative
for the Coal Creek Water Association for a
term of 2 years. Seconded by Councilman
Cummings.. Question called for. All in
favor. Hotion carried. 6-0.

Mayor Meier advised this appointment will
be postponed until the Louisville Historical
Commission holds interviews and make their
recommendations. They will meet January
13, 1982.
Councilman Currnnings moved that the appoint-
ments to the Louisville Historical Commission
be postponed until further action by them.
Seconded by Councilman Fauson.

Inquired-this is not precedent with the
Historical Commission? Then stated the
Historical COIJrnnission hasn't made recom-
mendations in the past, is that correct?
Mayor Heier stated to his knowledge the
members of council had not held interviews
with the appointees to the Historical Com-
mission. Attorney Rautenstraus concurred.
Councilman Leary was of the opinion there
was a procedural problem that technically
every 4 years all the Historical Comnlission
people are up for reappointment and it
does not seem right that they should be as
a group - all up for appointment - make
the recommendations for Council. He further
stated it was his opinion that with the
Library Board there was a different situ-
ation where is only one person annually
so there is a carry-over body of people
making the recommendations. Like in 2
years he thought that everyone on Historical
Commission will be up for reappointment,
and for the same group to make recommendations
on themselves seems to create some problems
and he wasn't certain that Council would
want to set that type of precedent this year.
