Memorandum of Decision <br />Open Space Advisory Board <br />City of Louisville <br />June 8, 2022 <br />RE: Brue Baukol Capital Partners <br />Preliminary and Final Subdivision Plat <br />389-acre Redtail Ridge (ConocoPhillips Campus) Development <br />Preface <br />In view of the significant public interest in this matter, OSAB desires to memorialize the background and <br />rationale for its decision in this matter. <br />Introduction <br />1. This matter comes before the Open Space Advisory Board (OSAB) upon applicant Brue Baukol <br />Capital Partners (Applicant) submission of a preliminary and final subdivision plat for the 389-acre <br />Redtail Ridge (ConocoPhillips Campus) development (Property). <br />2. The property was first developed in 1970 and occupied by StorageTek until 2005 as a private <br />commercial business park with up to 4,800 employees generating up to 12,400 daily trips. <br />ConocoPhillips purchased the Property in 2008 and demolished most of the improvements. It has <br />remained in its present condition since 2010. <br />3. The application is pursuant to the 2010 ConocoPhillips Campus General Development Plan <br />(GDP). It is a proposed final subdivision plat for the first phase of development creating lots, tracts, <br />rights -of -ways and easements to enable development of the Property. <br />4. Additional plat filings will be required for future phases of development. A Subdivision <br />Improvement Agreement (SIA) will also be required for installation of public infrastructure such as <br />roads, trails, water lines, sewer lines, and a sewer lift station. <br />Procedural History <br />5. On December 11, 2019, OSAB first considered the Applicant's proposed 1st Amendment to the <br />2010 ConocoPhillips Campus GDP (1st Amendment) The proposed 1st Amendment included an <br />updated access plan; expanded allowed land uses (a 1,500 unit senior living community in Area A, and a <br />mix of office and commercial uses in Areas B, C and D); increased allowed gross FAR to 0.38 (6.4M sq. <br />ft.); updated parking standards; and stated an intent to allow building heights up to 75', and proposed <br />77.54 acres for open space and 7 acres for parks, where the minimum public land dedication was 40 <br />acres. <br />6. The Applicant presented two alternative plans for OSAB consideration. OSAB made the following <br />recommendation: <br />10 <br />
