On February 10, 2021, OSAB considered the Applicant's revised 1st amendment to the GDP <br />(Revised 1st Amendment). The revised concept included a mix of industrial, office and commercial <br />development with a maximum development area of 3,115,000 sq. ft., and maintaining the previous <br />open space, park, and trails plan. This plan was designed to be consistent with the city's comprehensive <br />plan. <br />8. OSAB February 10, 2021 action on Applicant's Revised 1st Amendment was to approve the staff <br />recommendation with additional conditions: 1) that Applicant and staff make an appropriate effort to <br />preserve natural features, historical and archaeological sites, vegetation including trees, to the greatest <br />extent possible; and 2) OSAB encourages clustering to the extent possible to minimize the development <br />footprint. The staff recommendation was to support the Applicant's proposal with the following <br />conditions: 1) that the Applicant work with staff to determine final trail alignments to ensure good user <br />experience but that are in line with the application as proposed; and 2) that the Applicant work with <br />staff to finalize plan for site restoration and grading. Detailed rationale for the OSAB's deliberations are <br />contained in that meeting's minutes. <br />9. Applicant's Revised 1st Amendment was considered by the Planning Commission and by City <br />Council, where additional changes were made. City Council approved the revised 1st Amendment on <br />September 21, 2021. <br />10. City Council's approval of the revised 1st Amendment was challenged successfully by citizen <br />initiative vote on April 22, 2022. By operation of law, the 2010 ConocoPhillips Campus General <br />Development Plan remains in effect and governs OSAB's deliberations on the present preliminary and <br />final subdivision plat.Applicant's Current <br />11. Preliminary and Final Subdivision Plat Proposal <br />12. The preliminary and final subdivision plat considered by OSAB at its May 11, 2022 meeting <br />proposes approximately 2.559 million square feet of improvements and is comprised of: 1) corporate <br />campuses; 2) ancillary office uses; 3) ancillary institutional uses; 4) industrial & research and <br />development districts; and 5) retail servicing on -site demand. Applicant further claims the proposal: 1) <br />provides approximately 66 acres additional open space providing continuity with adjacent, off -site open <br />space; 2) safeguards an expansive natural habitat corridor; 3) preserves a direct western view to the <br />Flatirons to be enjoyed by all; 4) provides an approximate 16.5-acre park land dedication, one of the <br />largest in the City park opportunities, paralleling the size of Community Park; 5) provides key linkages for <br />the regional trail network; 6) provides bikeway completion with pedestrian underpasses and raised <br />11 <br />
