crosswalk; 7) provides multi -use paths for separated bicycle and pedestrian access; 8) provides buffered <br />on -street bike lanes; and 9) provides integrated, sustainable native landscape design. <br />13. Applicant by letter dated June 8, 2022 (included in the OSAB June 8, 2022 Board Package at <br />page 404) modified its proposal as follows: <br />A. Added approximately 18 acres of open space dedication (was previously 66 acres) totaling 84 <br />acres; <br />B. A new commitment of 47.4 acres of open space/conservation easement for the lands just <br />north of the Louisville/Boulder County property line; and <br />C. Committed to extend and additional "leg" of the trail from the eastern underpass north <br />along the Goodhue ditch. <br />OSAB Hearing Process <br />14. On May 11, 2022, OSAB conducted its first hearing on Applicant's preliminary and final <br />subdivision plat for the 389-acre Redtail Ridge property. Members present included: Chair, David <br />Blakenship, Charles Danforth, Jessamine Fitzpatrick, Susan McEachern, and Helen Moshak. Members <br />absent included: Laura Scott Denton, Peter Gowen, and Thomas Neville. <br />15. Louisville Planning Director, Rob Zaccaro summarized the proposal, development history and <br />staff analysis. Jay Hardy, Senior Vice President, Brue Baukol Capital Partners presented on behalf of <br />Applicant. Approximately eleven citizens addressed the application at the hearing, in addition to <br />approximately 28 persons who submitted written comments that were incorporated into the board's <br />pre -meeting hearing package. While there was public support for the application, a preponderance of <br />public comments was in opposition to the application. Much of the opposition focused on a desire for <br />the city to require a larger public lands dedication. <br />16. OSAB decided to continue the matter for further fact finding and discussion. OSAB requested a <br />formal, publicly noticed tour of the Property. That request was denied based on advice from the city's <br />legal counsel. <br />17. On June 8, 2022, OSAB considered the application a second time. Members present incuded: <br />Chair, David Blakenship, Charles Danforth, and Helen Moshak appearing remotely; with Peter Gowen <br />and Susan McEachern appearing in person. Members absent included: Laura Scott Denton, Jessamine <br />Fitzpatrick, and Thomas Neville. <br />18. The Applicant was asked if it objected to the form of the meeting or whether it objected to <br />members participating at this meeting who did not participate at the May 11, 2022 meeting. The <br />Applicant waived any objection. <br />19. Rob Zaccaro presented on behalf of staff. Geoff Baukol and Jay Hardy presented on behalf of <br />Applicant. Presenters provided additional material and answered OSAB questions. Eleven members of <br />the public offered comments. The OSAB meeting package for this meeting provided extensive additional <br />background documentation and responded to OSAB questions raised at its May 11, 2022 meeting. <br />12 <br />
