B. Many public comments focused on Campus Drive not being routed so as not to cut through <br />open space. The December 30, 2021 Marshall Fire made clear the imperative for additional <br />ingress and egress for the Monarch school and Avista campuses. The Applicant's proposal <br />addresses this important public safety need in a responsible manner. It is also consistent with <br />the 1999 Intergovernmental Agreement (IGA) between Boulder County, Louisville, Lafayette and <br />Broomfield commonly referred to as the NW Parkway IGA. Additionally, there is city precedent <br />for streets passing through open space. Most significantly, McCaslin Boulevard passes between <br />Davidson Mesa Open Space and the Leon Wurl Wildlife Sanctuary at Harper Lake without <br />material impairment of either property. <br />24. 4.02.040 M Provide any additional recommendation on open space issues the board finds <br />appropriate. <br />A. OSAB supports Applicant's new commitment of 47.4 acres of open space/conservation <br />easement for the lands just north of the Louisville/Boulder County property line and its <br />commitment to extend and additional "leg" of the trail from the eastern underpass north along <br />the Goodhue Ditch. OSAB recommends that the 47.4 acres be formally dedicated as open space, <br />with the understanding that Applicant would be responsible for removing existing structures on <br />the acreage and restoring those sites to their natural condition. <br />B. OSAB supports Applicant's newly proposed addition of 18 acres of open space along the <br />Property's edge with US 36. While this area was not among OSAB's highest priorities for open <br />space acquisition, it is a welcome enhancement for the public lands dedication. <br />C. OSAB supports Applicant's efforts with this application to consider protection of portions of <br />the Property outside the city limits (47.4 acres north of the city limit, and the conservation <br />easement in favor of Broomfield to the south of the city limit) and associated trail connections. <br />Such efforts strengthen the open space components of the Application. <br />D. At its February 10, 2021 meeting OSAB approved a motion supporting the GDP proposal <br />before it, and encouraging building clustering to the extent possible to minimize the <br />development footprint on the land. Although the current application is pursuant to the 2010 <br />GDP and not the GDP under consideration in 2021, OSAB remains interested in the concept of <br />clustering buildings. Since clustering decisions are made at the PUD phase, OSAB is interested in <br />reviewing the associated PUD application for possible recommendations regarding building <br />clustering and minimizing the development's footprint, consistent with its responsibilities under <br />LMC section 4.02.040. D. <br />24. OSAB expresses its appreciation to both staff and Applicant for their efforts throughout this <br />project's duration for providing OSAB with necessary detailed information, particularly in response to <br />OSAB questions and issues raised at its May 11, 2022 meeting. OSAB further expresses its appreciation <br />to participating members of the public, who thoughtfully and respectfully engaged OSAB throughout <br />this process. <br />14 <br />
