City Council <br />Meeting Minutes <br />February 15, 2022 <br />Page 8 of 13 <br />Public Comments — None <br />Motion: Councilmember Fahey moved to approve Ordinance No. 1821, Series 2021; <br />Mayor Pro Tern Maloney seconded. <br />Vote: Motion carried by unanimous roll call vote. <br />THE FOUNDRY GENERAL DEVELOPMENT PLAN AND SUBDIVISION AGREEMENT <br />ORDINANCE NO. 1815, SERIES 2021 — AN ORDINANCE APPROVING A SEVENTH <br />AMENDMENT TO THE TAKODA GENERAL DEVELOPMENT PLAN TO ALLOW UP <br />TO 59 DWELLING UNITS AND 20,000 SQUARE FEET OF COMMERCIAL <br />DEVELOPMENT — 2"d READING, PUBLIC HEARING (advertised Daily Camera <br />2/6/22) <br />RESOLUTION NO. 12, SERIES 2022 — A RESOLUTION APPROVING A SECOND <br />AMENDMENT TO THE FOUNDRY SUBDIVISION AGREEMENT TO REDUCE THE <br />REQUIREMENT FOR OCCUPANCY BY PERSONS 55 YEARS OF AGE AND OLDER <br />FROM 24 DWELLING UNITS TO 12 DWELLING UNITS <br />Mayor Stolzmann introduced the items and asked for disclosures; seeing none, she <br />opened the public hearing. <br />Planner Ritchie reviewed the site and its history. The changes to this application since the <br />October 5t" hearing include an increased allowance for commercial development from <br />15,000 sf to 20,000 sf and a reduction in the requirement for occupancy by persons 55 <br />years of age and older from 24 units to 12. <br />Councilwoman Most asked about the fiscal impact of the GDP Amendment Analysis. <br />Planner Ritchie said that the net impact is negative. Councilwoman Most stated she is <br />looking for a positive or neutral impact. <br />Director Zuccaro added some context and history which is why there are so many fiscal <br />impact scenarios. This parcel would be a commercial hub, which would provide fiscal <br />balance for the residential development. <br />Planner Ritchie continued the presentation. <br />Mayor Stolzmann asked for a concurrency requirement on the GDP: no more than 60% of <br />the residential building permits being issued without prior or concurrent issuance of a <br />minimum of 7500 sf of commercial core and shell development. The remaining 40% of <br />residential building permits shall be issued concurrent with or subsequent to a building <br />permit(s) for an additional 7500 sf of commercial core and shell development.
