City Council <br />Meeting Minutes <br />April 5, 2022 <br />Page 3 of 10 <br />Councilmember Dickinson stated that a recent fundraiser for fire affected residents raised <br />nearly $30,000. <br />None. <br />CITY MANAGER'S REPORT <br />REGULAR BUSINESS <br />PROCLAMATION FOR UKRAINE <br />Mayor Stolzmann read the proclamation and asked for a vote. <br />VOTE: Proclamation approved by unanimous roll call vote. <br />BUILDING CODE UPDATES <br />ORDINANCE NO. 1825, SERIES 2022 — AN ORDINANCE ADOPTING BY <br />REFERENCE THE 2018 INTERNATIONAL ENERGY CONSERVATION CODE AS AN <br />ALTERNATIVE FOR REBUILDING OF STRUCTURES SIGNIFICANTLY DAMAGED <br />OR DESTROYED BY THE MARSHALL FIRE — 2"d READING — PUBLIC HEARING <br />(advertised Daily Camera 3/20/22 & 3/27/22) <br />ORDINANCE NO. 1826, SERIES 2022 — AN ORDINANCE AMENDING CHAPTER <br />15.05 OF THE LOUISVILLE MUNICIPAL CODE TO REMOVE THE REQUIREMENT <br />FOR FIRE SPRINKLER SYSTEMS FROM THE INTERNATIONAL RESIDENTIAL <br />CODE — 2nd READING — PUBLIC HEARING (advertised Daily Camera 3/20/22) <br />Mayor Stolzmann introduced the items and opened the public hearing. <br />Director Zuccaro stated City Council gave staff direction at their March 1 meeting to bring <br />these ordinances for consideration. He summarized the ordinances. <br />In October of 2021 the Council adopted the 2021 Energy Conservation Building Code <br />along with Appendix RC. Ordinance No. 1825 would allow property owners rebuilding a <br />home destroyed or damaged in the Marshall Fire the option to build in accordance with <br />the 2018 IECC rather than use the 2021 IECC with Appendix RC. This option is limited to <br />those who lived in the home when the fire occurred. He noted a certification of financial <br />hardship will be required; that process will be done by checking a box on the permit <br />application. This ordinance keeps the 2021 code on the books as the base code for all <br />other residential building. <br />He noted two changes since first reading: the two-year time limit to apply for the permit <br />was changed to three years; and, the section for opting out of electric vehicle charging <br />
