Councilman Domenico Administrator Wurl MEMORY SQUARE PARK PARTIES CITY ADMINISTRATOR'S REPORT POLICE CAR LEASES 5/5/81 Page - 8 - Concurred with Councilman Fauson about finding a solution to this problem and soon. Reported that after he and Councilman Fauson had met 'W'ith the neighbors in the vicinity he met with the various staff members and the attorneys. They reviewed all the problems that occurred, and are attempting to find out what authority the City has to enforce any action for recurrence. One of the problems e~ncountered was the reluctance on the part of the people involved to sign a complaint, specifically to appear in court and testi.fy, for fear of retaliation. An attempt is being made to keep neighbors from testifying for fear of retaliation and yet solve the problem. He then in- formed the complaintants that Mr. Jenkins had appeared in municipal court on a charge of damage to city property - unlawful ground water, and again the Judge continued the case. HE~ assurred the complaintants that the problem would be solved. It was his suggestion that the people in ,the neigh- borhood hold a meeting with him and the attorneys and see what can be done to solve the problem. This would have to be done with caution since Mr. Jenkins has a suit against the City and we would not want it to appear this was being done in retaliation to him. Attorney Joss then advised Mrs. Head that he would like to meet with her privately and make the neighborhood aware of the different options being pursued, and they will be long term solutions. Mrs. Head also registered a complaint about the noisy parties held at this location during the summer, and the speeding and breaking of beer bottles. Administrator Wurl commented at a previous meeting Council had approved the purchase of the police cars on a lease agreement. Bids were obtained and the low bid was submitted by Merit Leasing Corp. of Colorado.
