<br />Councilman Domenico <br /> <br />Administrator Wurl <br /> <br />MEMORY SQUARE PARK PARTIES <br /> <br />CITY ADMINISTRATOR'S REPORT <br />POLICE CAR LEASES <br /> <br />5/5/81 <br /> <br />Page - 8 - <br /> <br />Concurred with Councilman Fauson about <br />finding a solution to this problem and soon. <br /> <br />Reported that after he and Councilman Fauson <br />had met 'W'ith the neighbors in the vicinity <br />he met with the various staff members and the <br />attorneys. They reviewed all the problems <br />that occurred, and are attempting to find <br />out what authority the City has to enforce <br />any action for recurrence. One of the <br />problems e~ncountered was the reluctance on <br />the part of the people involved to sign a <br />complaint, specifically to appear in court <br />and testi.fy, for fear of retaliation. <br />An attempt is being made to keep neighbors <br />from testifying for fear of retaliation <br />and yet solve the problem. He then in- <br />formed the complaintants that Mr. Jenkins <br />had appeared in municipal court on a charge <br />of damage to city property - unlawful ground <br />water, and again the Judge continued the <br />case. HE~ assurred the complaintants that <br />the problem would be solved. It was his <br />suggestion that the people in ,the neigh- <br />borhood hold a meeting with him and the <br />attorneys and see what can be done to solve <br />the problem. This would have to be done <br />with caution since Mr. Jenkins has a suit <br />against the City and we would not want it <br />to appear this was being done in retaliation <br />to him. <br /> <br />Attorney Joss then advised Mrs. Head that <br />he would like to meet with her privately <br />and make the neighborhood aware of the <br />different options being pursued, and they <br />will be long term solutions. <br /> <br />Mrs. Head also registered a complaint about <br />the noisy parties held at this location <br />during the summer, and the speeding and <br />breaking of beer bottles. <br /> <br />Administrator Wurl commented at a previous <br />meeting Council had approved the purchase <br />of the police cars on a lease agreement. <br />Bids were obtained and the low bid was <br />submitted by Merit Leasing Corp. of Colorado. <br />
