He advised Council the <br />ordinance was written to aid Director <br />Hioco with the grasshopper problem in <br />the City. The ordinance specifies if <br />a property owner is lax in controlling <br />infestation of grasshoppers within ten <br />days, he would be in violation of the <br />ordinance and could be billed by the <br />City for properly treating the infesta- <br />tion - along with a fee of $50.00 for <br />administrative costs. . If the property <br />owner fails to pay these costs it will <br />be assessed to his property tax for <br />payment. Attorney Joss also stated that <br />this was being presented as an emergency <br />ordinance so that it can be implemented <br />as soon as possible after second reading. <br />Complimented Director Hioco for working <br />so diligently toward grasshopper control. <br />Councilman Carnival moved that Ordinance <br />#716 - Pest Control be sent out for pub- <br />lication. Seconded by Councilman Dom- <br />enico. Question called for. All in <br />favor. Motion carried 4-0. <br /> <br />Each member of Council had a copy of <br />the application. Attorney Joss reported <br />the application was for two events - <br />April 17, 1981 commencing at 6:00 P.M. <br />until 2:00 A.l1. April 18, 1981; and <br />May 22, 1981 commencing at 6:00 P.M. <br />until 2:00 A.M. l"lay 23, 1981. He then <br />stated that the application was in order <br />and suggested if Council chose to approve <br />it this evening the public hearing could <br />be set for next meeting bight - 3/19/81. <br />Councilman Domenico moved that the the <br />American Legion Special Events Liquor <br />License be approved and public hearing <br />set for March 19, 1981. Seconded by <br />Councilman Carnival. Question called <br />for. All in favor. Hotion carried. 4-0. <br /> <br />Councilman Domenico moved that the City <br />Attorney's report be accepted and placed <br />on file. Seconded by Councilman Carnival. <br />Question called for. All in favor. <br />Motion carried. <br />
