Kruger as <br />to the effectiveness of Homeowners <br />Associations and covenants, as <br />some previous subdivisions where <br />Homeo~lers Associations did not <br />materialize and maintenance became <br />the City's responsibility. <br /> <br />Councilman Carnival expressed his <br />concern that off-street parking <br />enforcement would place an undue <br />burden on our police department, <br />He was also concerned about fire <br />and emergency equipment entering <br />the cul-de-sac if cars were parked <br />there. <br /> <br />PINE STREET EXTENSION <br /> <br />Councilman Carnival <br /> <br />Mr. Tom Hoyt, President of I'1cStain <br />Enterprises stated he had been work- <br />ing with Mr. Robert Hetz for about <br />2 months and he felt an agreement <br />was real close. However, there <br />was no contract as yet. Mr. Hoyt <br />advised Council they had agreed <br />to do some design things as well <br />as purchase the land. <br /> <br />Stated he recalled two years ago <br />when he was acting as a member of <br />the Planning Commission and the <br />Centennial Valley annexation was <br />proposed, the development of this <br />area depended totally upon the <br />
