<br />RESOLUTION NO. 29 CONT'n <br />WATER RIGHTS CONTINUED <br /> <br />TRAFFIC CONTROL <br /> <br />LAKE ACTIVITIES <br /> <br />LANDSCAPING <br /> <br />Minutes - page 7 <br />September 18, 1980 <br /> <br />Mr. Wurl stated that when the property was <br />annexed, it was with the understanding that <br />when it was subdivided the water rights <br />would be transferred with the City. <br />Mr. Wurl note~d that since the land was <br />to be kept agricultural and would need the <br />water it would be feasible to keep them <br />as they are. He also noted that the rights <br />are of no great value to the City. <br /> <br />Councilman Carnival stated that he would <br />like to see the City acquire the water <br />rights anyway and lease them back. <br /> <br />Councilman Carnival asked if the letter <br />from the Boulder County Sheriff's Dept. <br />was confirmation for traffic and security <br />control on site as well as on South Bldr. <br />Rd. adjacent to the property. <br /> <br />Dr. Marcotte noted that item 12 of the <br />agreement provides for traffic control <br />on and off the premises and security <br />protection on site during major events. <br />Off site traffic control to be done by <br />off duty officers, sheriff's or reserve <br />officers. <br /> <br />Councilman Carnival if there has been any <br />provision mad.e for left turn lanes and lanes <br />adjacent to the normal flow of traffic <br />for easy access onto the road when coming <br />out of the facility. <br /> <br />Mr. Sparn stated that the City will use <br />the right-a-way for excel decel lanes, but <br />have no jurisdiction over the south side <br />of the road. <br /> <br />Councilman Carnival asked if the City <br />had permission for use of the lake for the <br />activities listed with the agreement. <br /> <br />Mr. Cliff Foster stated that it is his <br />understanding that the use of the lake goes <br />with the property owned by Mr. Wagoner. <br /> <br />Mr. Wagoner stated that he owns 2/3 of the <br />lake and it goes with the property, so <br />could see no real problem. <br /> <br />Councilman Carnival asked when the land- <br />scaping would. be done. <br />Dr. Marcotte stated that the agreement pro- <br />vides a time frame and also states that a <br /> <br />bond be supplied until completion . <br />
