ORDINANCE NO. 690
CONT'D

PAUL BROOKS
REPRESENTING BILL SUITTS

COUNCIL REl\ffiRKS
COUNCILMAN CARNIVAL

POPULATION EQUIVALENCY

GAS DRILLING TIMING

Minutes Page -5-
August 5, 1980

Mr. Drumm then reviewed the various items
in the Impact Statement.

Mayor Waschak asked if anyone was opposed
to Ordinance No. 690.

Paul Brooks, 240 Mohawk Drive, Boulder.
He questioned "the number of units in the
parcel, population equivalents and density.
It was his understanding that the density
was 2.2 for the ensuing annexations, and
asked if a revised study had been made
relative to water and sewer utilities
within the urban services area.

Mayor Waschak asked for staff remarks.
Attorney Joss reported that the annexation
petitions were complete and signed.

Asked that Staff respond to Mr. Brooks'
questions.

Community Development Director Rupp responded
he had discussed the density question
with Mr. Drumm at length. In the Suitts
development the breakdown for 411 acres
was 1,680 units. That represented an
overall density of 4.1 dwelling units
per acre. In the Hocheder annexation
request there are 126 acres to be developed
and 550 units - this represents 4.4
dwellings per acre. In this respect it
was his opinion this was not inconsistant.

Councilman Carnival inquired about popu-
lation equivalency and the accuracy of
the Centennial Valley water treatment
facility.

Director Rupp replied research has been
made of what is left available in the
urban services area to be developed with
residential density so as not to exceed
utilities availability.

Councilman Carnival expressed concern
on the timing of the drilling in the
agricultural area and wanted some assur-
ance that the drilling would not still be
going on after the major portion of the
subdivision has been developed.
