Minutes - Page 7
6/17/80

SOUTH BOULDER
CONT'D

Mr. Wurl stated some signs need to be
installed, i.e. some pedestrian signs at
various intersections. As an interim
measure he suggested the speed limit be
reduced to 35MPH. A speed study has to
be done before a firm recommendation can
be made. The study on the signals also
needs to be redone.

REDUCTION OF SPEED
LIMIT

Couilman Carnival inquried how long the
study would take-expressed concern about
the previous studies.
Mr. Wurl stated will take 2 or 3 weeks
but the striping and signing would be
done as soon as possible.
Councilman Carnival then reco~ended
a 25 MPH speed limit be used as an interim
solution for pedestrian traffic and easier
access from Via Appia to Highway 42.
Mr. Wurl repeated that all day studies
are needed on South Boulder Road so that
they can be matched to the criteria that
is established for zones in a 4-lane road.

Councilman Meier disagreed with Council-
man Carnival and questioned its viability,
since Lafayette and Main Streets are 30 MPH
and the 4-lane road would be 25MPH.

Councilman Domenico moved that the speed
limit on South Boulder Road be reduced
to 25 MPH from Via Appia to Highway 42
until such time as a traffic control
light, etc. can be established. Seconded
by Councilman Carnival.

Remarks: Attorney Joss suggested that he
be instructed by Council to prepare an
ordinance for the speed limit in the
motion made by Councilman Domenico so that
the Uniform Traffic Code can be modified
enabling the police officers to enforce it.
Without this procedure it was doubtful the
speed limit could be enforced.
Councilman Domenico moved that the City
Attorney be authorized to prepare an
ordinance lowering the speed limit on
South Boulder Road to 25 MPH from Via
Appia to Highway 42 until traffic control
