<br />Minutes - page 5 <br />August 21, 1979 <br /> <br />COMMENTS <br /> <br />Kahan: ~y name is Donald Kahan, I live at 6160 N. Cicero, Chicago, <br />Illinois. I am the president of Jack Jacobs & Co. a joint venture <br />with Homart Development Co., a subsidiary of Sear Roebuck on the <br />Centennial Valley Mall. I like to take this opportunity to thank <br />the Council, City of Louisville for the patience good will and good <br />humor that they have treated, I think, one of the most arduous <br />zoningsin the history of America. <br />We have gone through every governmental agency produced in, I believe, <br />solid expert form uncontriverted data, substantiating what is there and <br />'tl7hat we are going to do. It was very interesting that DRCOG finally, <br />Mr. Kinslinger accepted our traffic E~stimates and he acknowledged that <br />the Centennial Valley Mall, at most would only create the Hwy 36 four <br />years before the year 2000. That's what ~7e said from the beginning <br />in the impact studies. Thanks to thi.s form, I have had the opportunity <br />to meet with the Governor, Lt. Governor, all of the members of the <br />Boulder City Council, the Boulder Commissi.oners, and of course the <br />ones I cherish most, the City of Louisville. <br />We have agreed, as been documented, that you have reviewed for our <br />companies to expend approximately $10 million dollars on items out- <br />side of the direct development of the shopping center. That not only <br />contributes to the negotiating power of the City, but an acknowledgment <br />on our part that a development in Louisville is worth to us, that kind <br />of committment. <br />It is easy to file law suits, cost what $50, and somebody volunteers, <br />but when push comes to shove often times, the real committment is in <br />terms of time, is in terms of the money WE~ are willing to spend and <br />the adaptation of our center to the Community in the direction of the <br />City of Louisville. <br />I can't predict absolutely what your decision will be. I can only say <br />that we have been treated fairly and with good humor. I hope the <br />opponents that are here tonight. will acknowledge that they have been <br />given fair treatment and I hope that they will attack if they want in <br />any form that is available to them as citizens of Colorado, as citizens <br />of American on this project, but do it with good will not out of <br />viciousness, not out of hatred and not out of frustration that they <br />can't force their will on the community. We will do what we have <br />committed to do and more and in the time frame that we have committed <br />to you, we will develop the Centennial Valley Mall in accordance to <br />a logical and fair plan and develop the rest of the land that we have <br />purchased in the time frame that puts an economic burden on us because <br />it requires us to carry it for an extended period, but we recognize <br />this community is planning logically and in conjunction with an over- <br />all plan. <br />If you would give us approval tonight, based upon the fugitive dust <br />permit that we have received that requires a 30 day waiting period, <br />we will begin our work September 16, 1979 and proceed, weather permitting <br />full blast to open this mall hopefully partially in the fall of 1980, <br />but no later then the early spring of 1981. <br />Again I want to thank you for the time that you have spent, the gui- <br />dance you have given us and the fairness you have treated us. <br />
