<br />ORDINANCE NO. 623 <br />PUBLIC HEARING <br />CONTINUED <br /> <br />January 16, 1979 <br />Minutes - page 19 <br /> <br />residential development is not appropriate. <br /> <br />Continuing, the proposed rezoning is a specific <br />conflict with our comprehensive plan and our <br />open space and golf course designation on that <br />plan. <br /> <br />Secondly, the question was raised about the ag- <br />ricultural and open space provisions of our plan <br />and zoning as that being appropriate for a City <br />and any municipality to be utilizing. <br />I think that in order to achieve urban shaping and <br />urban buffering to prevent overcrowding sprawl, to <br />protect community identity and to overall preserve <br />what the Council has determined to be the welfare <br />of the residents of Louisville, that open space <br />and agricultural zoning is very appropriate. In <br />fact the agricultural zone does allow development <br />of 1 unit per 5 acres, if that could be clustered <br />then I think the development of the land could <br />occur and the City would still achieve the actual <br />intent of the comp plan which would be primarily <br />preservation of open space. <br /> <br />What I am really saying is open space buffering <br />and shaping open space areas are an appropriate <br />urban land use and they're being used everywhere <br />in the United State, I believe. <br /> <br />I think further that the golf course is certainly <br />an appropriate urban recreational facility. Again <br />important to the health and welfare of the residents <br />of Louisville and the surrounding area, so that <br />certainly is an urban use. <br /> <br />I'd also like to point out to Council, and you have <br />copies of this resolution, by virtue of Resolution <br />No. 26, Series 1978, the Planning Commission re- <br />commended disapproval of the rezoning application <br />and again I would like to read that for the record. <br /> <br />(SEE ATTACHED COpy OF RESOLUTION NO. 26, SERIES <br />1978 OF THE LOUISVILLE PLANNING COMMISSION) <br /> <br />I might point out that review of the testimony in- <br />dicated that there were three persons present that <br />spoke against the rezoning, one person spoke in <br />favor of it and that was a member of the development <br />group. <br /> <br />Now, I would like to try to briefly respond to some <br />of the points that have been made already in this <br />hearing. <br />
