Utility Master Plan Modeling Support $60,000.00 <br />JVA recently updated and finalized the water system model to assist in system <br />analysis of the Marshall Fire. This task will create the City's first sewer system <br />model and reserve funding to run various water and sewer modeling scenarios <br />to understand system performance and identify sections of improvement and <br />incorporation to the Master Plan. <br />2022200 Western States Fire Protection 2022 City Hall Mass Notification System $62,366.00 <br />The design and installation of a new fire alarm system to include voice notifications <br />in City Hall. <br />2022201 Radiation Pros LLC HBWTP Sodium Hydroxide Tank Removal & Remediation $44,820.00 <br />On the evening of Wednesday, 7/13/22, an electrical fire occurred in the chemical building <br />at the Howard Berry Water Treatment Plant caused by a portable battery charger/jumper that <br />overheated. The heat from this fire caused damage to many items in the chemical building <br />including two of the chemical storage tanks. The sodium hydroxide tank was in the closest <br />proximity to the fire and sustained significant damage to the top and south side of the tank. <br />The Sodium Chlorite tank was also near the fire and had some heat damage and <br />warping on the external sidewall but internal tank is current holding and not leaking. <br />Permanent replacement tanks have been ordered. The damaged and unusable sodium <br />hydroxide tank has approximately 2,100 gallons of chemical that has been contaminated <br />which needs to be removed and properly disposed of. In addition, the damaged tank needs <br />to be removed in preparation for the installation of the new replacement tank. Three waste <br />hauling contractors were contacted that the City has worked with in the past (Rad Pros, <br />Denali, Macdonald Farms) with Rad Pros being lowest responsible bidder able to provide a <br />cost for the full scope of the services needed. <br />2022202 Hazen and Sawyer Planning and Engineering for the Utility Master Plan $176,060.00 <br />1. The first addition was the inclusion of the vulnerability assessment to provide greater <br />emphasis on the Utility's ability to manage and respond during natural disasters like the <br />Marshall Fire. The investments of prior CIP's were critical to the exceptional performance of <br />the utility system during this devastating event. An important phase to recovery is to apply <br />the lessoned learned and further improve the system to reduce or eliminate future risks or <br />failures. <br />2. Staff suggest adding a digital transformation of the Utility by conducting a digital strategy <br />that will prepare for future digital technology, data analytics, and more advance machine <br />learning solutions. Given the technical and complex nature of this concept, Public Works <br />and the IT department are suggesting a corresponding $20,000 allowance to be reserved to <br />accommodate for supplemental outside expertise on an as needed basis. <br />3.
