Planning Commission <br />Meeting Minutes <br />October 13, 2022 <br />Page 10 of 13 <br />make traffic safe, we opened up that access point and created a reason for a <br />loss of that tree. <br />Krantz asks how many gas stations Louisville can support since the city already <br />has five of them. <br />Oliver says they do an economic analysis and we do not project or ever look at <br />other competitors. <br />Krantz asks if they have a statistic of how many gas stations can be supported <br />within a single community. <br />Oliver says no because the business model is different from others. In a <br />community of 20,000, there should be between 6-8. You also have US36, which <br />gives significant traffic within Louisville. <br />Krantz asks if they comment on the climate change comments and their strategy <br />for the future. <br />Oliver says their strategy for the future is that they believe climate change is real <br />but it is more of a personal belief then science. He believes it to be real. He <br />personally has an electronic vehicle on order. The longer people hold onto their <br />gasoline vehicles, the longer gasoline will be in demand. In regards to additional <br />charging stations, he says the infrastructure will happen and he is a firm believer <br />that the free market will take care of it. He does not think it is something that <br />needs to be regulated. He is unsure if they will put solar on the roof. <br />Closinq Statement by Staff." <br />None is heard. <br />Discussion by Commissioners: <br />Hoefner says this is a permitted use in this zoning and there is not much we can <br />do to change that. This application does not comply with our EV requirements <br />though. His preference is that the application comes back to the commission with <br />the EV requirements instead of having a resolution with this being a condition. <br />Krantz says she thinks that is a great idea because she has concerns about the <br />compliance issues. We do have a vision in our comprehensive plan for a healthy, <br />sustainable economy. It would be great if the applicant could flesh out ideas of <br />how they could achieve that. <br />Osterman says she would be in support of the applicant coming back and having <br />the minimum EV requirements being met in their revised proposal. Looking at the <br />criteria in chapter 17, it does seem like the applicant is meeting that criteria. My <br />question is related to criteria 17.28.120a about the appropriate relationship to the <br />surrounding area. Directly across the street from McCaslin there is another gas <br />station. <br />Moline says this development seems to comply with our municipal code. He <br />would be willing to go along with Commissioner Hoefner's comments. He does <br />not think adding the EV would be complicated to the proposal and is in favor of <br />just adding that as a condition since it does not affect the proposal too drastically. <br />Brauneis says whether we have one or two gas stations on one side of the <br />street, it is not going to affect CO2 emissions. People will buy gas. The fact that <br />there is a gas station on the other side of the street amplifies that this fits the <br />
